The announcement that CN and Teamsters Canada Rail Conference reached a tentative agreement to end the labour impasse at CN is far from the end of the story. Now the clear focus of the industry is getting propane supplies back to normal levels.
 
On December 5, 2019, Governor General Julie Payette delivered the 43rd Parliament’s Speech from the Throne, laying out the policy priorities of Prime Minister Trudeau’s re-elected Liberal Government. The Throne Speech primarily focused on three policy areas: climate change, the economy, and reconciliation. The following article is an analysis of the Speech from the Throne written by Temple Scott and Associates for the CPA.
 
The Cabinet appointments recognize the challenges faced by Prime Minister Trudeau as he moves from governing in a majority environment to a minority. The expanded Cabinet reflects the gender balance precedent the Prime Minister established in 2015. It also clearly reflects those ministers who have proven they can handle difficult files and places them in portfolios where they are most needed. The following article is an analysis of the federal cabinet shuffle written by Temple Scott and Associates for the CPA.
 

 
The CPA has been advocating for the simplification of the Canadian Registration Number process for over a year. Currently, each province has its own registration process, so when a new boiler and pressure vessel equipment is to be used in multiple provinces, it must be registered multiple times. The Standards Council of Canada, tasked by the Canadian Free Trade Agreement’s Regulatory Reconciliation and Cooperation Table, has been working with the provinces to address this issue and agree on an approach to mutually recognize design reviews across Canada.
 
Due to last year’s success, the CPA is once again participating in the Forward Summit: Empowering Indigenous Communities taking place in Calgary, Alberta on April 28-29, 2020. The Summit is an Indigenous led event that includes roundtable discussions, workshops and the opportunity to meet with Indigenous leaders, industry and government representatives to identify opportunities to build successful economic partnerships with Indigenous communities.
 

 
This past summer, the Ministry of Energy, Mines and Petroleum Resources consulted industry on elements of the BC Low Carbon Fuel Standard. The CPA provided submissions to the ministry on its proposed General Amendments and Compliance Penalty discussion papers.
 
On November 6, 2019, Ontario Finance Minister Rod Phillips tabled the 2019 Economic Outlook and Fiscal Review in the Ontario legislature. This was the minister’s first formal economic statement since taking on the finance portfolio in June 2019. Fall economic statements set the stage for provincial budgets, presented annually in spring.
 
On October 26, 2019, CPA members and staff met with Ministry of Government and Consumer Services staff to present information on propane’s role in the provincial economy, communities and outline regulatory burdens facing propane businesses. An overview was also provided on the CPA’s safety and training activities.
 
On November 12, 2019, CPA President and CEO Nathalie St-Pierre and Ontario Government Relations Director Marcelline Riddell met with the Minister of the Environment, Conservation and Parks’ staff to seek support for the CPA’s proposed propane cylinder recycling program. This meeting followed the minister’s support of the program and direction to brief his staff to advance the program on September 13, 2019.

The Association québécoise du propane and the Canadian Propane Association submitted an application to the Régie de l’énergie in the ÉNERGIR file pursuant to the implementation of measures related to the purchase and sale of renewable natural gas.
 
The Canadian Propane Association has requested intervenor status in Heritage Gas Limited’s application to the Nova Scotia Utility and Review Board for approval to extend and modify its Customer Retention Program pursuant to Section 22 of the Gas Distribution Act.
 
In mid November, CPA members and staff held a series of meetings in St. John’s, NL with senior officials from provincial and municipal governments. The objective of the meetings was to communicate to governments the growing use of propane in Newfoundland and Labrador and to examine the advantages of propane in developing government policies and implementing government programs.
