The Virginia General Assembly adjourned on Saturday, February 25. There were 2,863 bills and resolutions introduced in this short, 45-day session and 1,687 bills passed the House and Senate.

Last summer, members of the VTCA Technical Committee and the National Stone, Sand & Gravel Association (NSSGA)  met with representatives from Virginia Tech’s Civil Engineering and Mining and Minerals Engineering Departments to pitch the concept of a National Aggregates Research Center.

The Transportation Construction Management Institute, held at Virginia Tech, graduated its 34th class of industry leaders on February 24 in Blacksburg.
Last year the Frederick County planning staff recommended removing 566 acres designated for extractive mining from the Northeast Land Use Plan (NELUP).
The latest effort by Buckingham County is to ban “metal mining” through zoning ordinances. The Buckingham Board of Supervisors has received a proposal that calls for the ban of metal mining in all zoning districts.
VDOT recently upgraded its Contractor Performance Evaluation (CPE) application. As part of the application upgrade, they have made minor modifications to the current I&IM to align with the new processes.
On November 29, 2022, the U.S. Fish and Wildlife Service published a final rule in the Federal Register to reclassify the northern long-eared bat from threatened to endangered, nullifying the existing 4(d) rule. The implementation of the final rule was delayed to March 31, 2023.
The 2016 “Consolidation Bill” enacted by the General Assembly combines the Department of Environmental Quality’s (DEQ) existing statutory programs relating to soil erosion and sediment control and stormwater management.
