VTCA marked the end of another successful “dialogue season” on November 6th in Newport News. By the end of the year, we had hosted nearly 1,100 participants at a total of 5 Dialogues covering 7 of VDOT’s 9 Districts.

Join the 2026 Annual Virginia Concrete Conference for the Virginia Transportation Industry. This is the annual forum for the exchange of information and technology transfer with focus on concrete structures, pavements, and materials.
VDOT has announced that Assistant State Alternative Project Delivery Engineer Jeff Roby will assume the role of State Alternative Project Delivery Engineer, effective November 25.
Jeff brings more than 35 years of diverse transportation experience in both the public and private sectors to this position.
VTCA is pleased to share that Kevin O’Neill, PE, has been appointed as the Assistant State Structure and Bridge Engineer for Maintenance and Bridge Management at the Virginia Department of Transportation, effective November 25.
In early November, VDOT posted a memo addressing compliance with the Americal Security Drone Act of 2023. The memo confirms the move to prohibit operating or procuring services for unmanned aerial systems (UAS) from “covered foreign entities”. This prohibition takes effect December 22, 2025, and applies to any work that receives federal funding.
On November 17, 2025, the U.S. Environmental Protection Agency and the Department of the Army (“the agencies”) announced the signing of a proposed rule to revise the definition of “Waters of the United States.” This proposal implements the Supreme Court's decision in Sackett v. EPA. The proposed rule will play a key role in EPA’s Powering the Great American Comeback initiative by protecting water resources, strengthening cooperative federalism, and supporting American industry, energy producers, the technology sector, farmers, ranchers, developers, businesses, and landowners.
