VDOT Announces New Assistant State Structure & Bridge Engineer

VTCA is pleased to share that Kevin O’Neill, PE, has been appointed as the Assistant State Structure and Bridge Engineer for Maintenance and Bridge Management at the Virginia Department of Transportation, effective November 25.
Kevin brings a wealth of experience and leadership to this role. As VDOT’s Program Manager for Bridge Maintenance and Management, he has overseen both the $1.8B State of Good Repair Program and the $575M IIJA program, while advancing bridge maintenance guidance, asset management practices, and performance management tools.
Before stepping into his current statewide responsibilities, Kevin led the Richmond District bridge maintenance program, managing district bridge crews and overseeing operations on the Varina-Enon Bridge. His background also includes service in the private sector as a bridge designer, giving him a well-rounded perspective on the challenges and opportunities across Virginia’s transportation infrastructure.
Kevin holds an MBA from the University of Richmond and both MS and BS degrees in Structural and Civil Engineering from the University of Central Florida.
