SCAPA's new Technical Director, Kimberly Lyons, made her debut at the 2019 SC Highway Engineers Conference, where she met hundreds of department of transportation engineers in Columbia earlier this month. The conference was held at the Columbia Metropolitan Conference Center and saw record-breaking attendance (over 900 people). The SCAPA tradeshow booth displayed items from APA's Performance for a Lifetime campaign, as well as PaveXpress.

The U.S Federal Highway Administration has released a report in September of 2018 titled, “Proposed Performance-Prediction Equations and Threshold Triggers for Thin-Overlay Treatments Using the Long-Term Pavement Performance Database,” which discusses the developments in the guidelines and performance-prediction equations used to select the most appropriate time to apply a thin-overlay treatment based on the condition of the existing pavement. The purpose of applying thin-overlays is to correct surface defects, improve ride quality, improve safety characteristics and extend pavement life without increasing the structural capacity of the pavement. The application of a thin-overlay is expected to extend the life of a pavement by 8–10 years, although this range may vary depending on traffic, environmental conditions, quality of the materials and workmanship (Elwardany el at.,2018).
