Propane providers in Newfoundland and Labrador source their propane from the North Atlantic Refinery in Come by Chance but the refinery is presently shut down because of the COVID-19 pandemic. As a result, providers are experiencing additional freight charges to supply customers but charges are not reflected in the set weekly price. The CPA is working to establish a transparent trigger process based on a set of scenarios during supply outages or constraints that would take these additional charges into account.

On June 10, the CPA participated in a consultation hosted by the Resource Productivity & Recovery Authority on how surplus Municipal Hazardous or Special Waste  program funds will be disbursed to industry steward organizations. Propane stewards should expect to see fee reductions on program invoices shortly after program wind-down commences.

More than 140 propane-powered school buses will be transporting hundreds of Nova Scotia students to and from school each day beginning in September. Last September, the Province of New Brunswick put into service 18 propane-powered school buses. The province of P.E.I. is also actively looking at the use of propane for transportation, including school buses.

COVID-19
•  The Canada emergency response benefit (CERB) is being extended by two more months.

•  Mandated temperature screening at airports in now being required for both travellers and employees in secured areas. Any passenger with a fever will not be permitted to board a flight. 

•  The government has launched a new Personal Protective Equipment Supply Web Hub to bring together information for organizations buying and selling PPE.

Alberta entered stage two of its relaunch strategy on June 12, after strong testing data showed COVID-19 cases in Alberta were lower than expected. To help prevent the spread of COVID-19, 20 million free, non-medical masks are now available to Albertans at drive-thrus across the province (June 8).

While the Manitoba government has extended the provincewide state of emergency beginning Monday, June 15 for a period of 30 days, it has also just announced that it will be releasing its final plan for the third phase for restoring services, which will take effect June 21.

The Provincial Government announced the Essential Worker Support Program. This program, which is cost-shared with the Federal Government, will provide a one-time payment to individuals who meet eligibility criteria and who work in professions included in the Government of Canada’s “Guidance on Essential Services and Functions in Canada During the COVID-19 Pandemic.”
