The following is an analysis of the federal election results provided by Temple Scott Associates:
The Top Line: Justin Trudeau’s Liberal Party won the most seats in yesterday’s federal election and will now form a second consecutive minority government.
During the recent federal election, the CPA continued its efforts to promote the propane advantage. In addition to a social media campaign (read story here), the CPA circulated a questionnaire to political parties.
On September 17, 2021, the Ministry of the Environment, Conservation and Parks posted a proposed administrative penalties regulation under the Resource Recovery and Circular Economy Act, 2016 to strengthen enforcement tools for regulatory non-compliance. The CPA will participate in a webinar on October 6, 2021 on a proposed regulation.
The Progressive Conservatives won the Nova Scotia provincial election on August 17, 2021, and the CPA did not waste any time getting in contact with the new government. The CPA sent letters to new Premier Tim Houston, ministers of climate change and environment, energy and natural resources, public works (responsible for transportation) and municipal affairs and housing.
On June 8, 2021, the Ontario Ministry of Environment Conservation and Parks posted the final Hazardous and Special Products (HSP) regulation (O. Reg.449/21) under the Resources Recovery and Circular Economy Act. The CPA continues to press government to exempt all refillable propane cylinders from the new regulatory regime as proposed in the draft regulation posted in February 2021, and for a meeting with the minister responsible. However, the oversight and enforcement body for the new regime has conducted stakeholder consultations and continues to develop program parameters.
The CPA ran a very active social media campaign during the 2021 federal election. The campaign focused on social media posts for CPA head office use and for members to use in amplifying priority messages as part of public discourse around the vote. The campaign included a social media toolkit for members and both organic (Facebook and Twitter) and paid (Facebook) posts on CPA accounts.
As mentioned in the August edition of the PA newsletter, the CPA has formed a new partnership with HGTV Canada and its hit series, Rock Solid Builds. The show, set in Brigus, Newfoundland, is currently one of the most-watched home improvement shows on the network, reaching over 1.3 million Canadians each week.

Rising Covid-19 cases and hospitalizations due to unvaccinated Canadians have prompted provinces to issue mandatory proof of vaccination or negative Covid-19 test for individuals 12 and over to gain access to public places.

Despite the evolving restrictions across Canada due to the pandemic, the CPA hosted a successful and safe in-person event, with 52 members attending the Alberta seminar that took place on September 10. The CPA also supported the B.C. seminar, with 45 members in attendance and 17 virtual participants, which also successfully took place on September 14.
The CPA team is pleased to announce that Patrick Voyer will be taking on the new role of Manager of Communications and will be based in Ottawa.

 CPA member Maxquip’s auto propane system supplier, Prins Augutos, is celebrating 35 years this year. The company was founded 35 years ago on September 12 in Eindhoven (NL) developing and supplying LPG systems. The Dutch engineer Yde Prins started ‘Prins Carburatiesystemen’ in the early 80’s but it was in 1986 that Ad Smulders took over the company and started Prins Autogassystemen B.V.
The first gallons of renewable propane were delivered last week to Virginia, which became the first state in the commonwealth to use renewable propane in a vehicle fleet (police and shuttle vehicles).
