Check out the CPA's latest Public Affairs Report located in the Document Centre of your member profile. This report, issued three times a year, is comprised of the latest government relations and regulatory affairs activities the Association is undertaking on behalf of members from coast to coast. The report illustrates much of the CPA’s advocacy work as it engages with governments and regulators at the federal, provincial and municipal levels to ensure that the voice of members is heard and that energy policies being developed include the participation of the propane industry.

 
On September 8, Conservative Leader Erin O’Toole named his Shadow Cabinet. These are Conservative MPs whose responsibilities are to follow and critique members of Prime Minister Trudeau’s cabinet. The CPA has contacted those MPs who carry files that affect the propane industry.
 
The federal government has announced a plan that would see the Canada Infrastructure Bank invest $10 billion in projects which it says could create 60,000 jobs and contribute to the fight against climate change. The CPA is working on arranging meetings with the office of the Ministry of Infrastructure to get a better understanding of the growth plan and to explain the propane advantage as it applies to several of the initiatives outlined.
 
A recent announcement by the federal government which will see $1 billion directed towards new buildings and retrofits could provide important opportunities for Canada’s propane industry.
 
On September 17, the Auto Propane committee held its conference call meeting. Propane school buses continue to expand across the country, with several provinces replacing diesel buses with propane. The CPA worked together with Southland Transportation and Superior Propane to develop a video and issue a news release - Propane school buses will reduce GHGs by 624 metric tonnes in the Halifax area - on the 144 propane school buses that were launched in September. This is the largest propane fleet in Atlantic Canada. 
 

 Auto Propane Day is just around the corner! This global awareness campaign is designed to promote auto propane and raise awareness about the benefits of this low-emission transportation fuel. The CPA has developed a few social media posts for you to post on your own social media platforms - accessible here. You can retweet/repost the CPA (and everyone else!) on the day of November 4 but we encourage you to be creative and make this campaign your own.   

 
The New Democrats have won a majority government in the British Columbia election as voters have given John Horgan a second term. To assist members with a look ahead, the CPA has compiled a list of key election promises the NDP made during the election, broken down into economy, environment, apprenticeship and training. Each category provides opportunities for the propane industry.
 
The CPA issued a news release on October 7 – Canadian Propane Association Supports Alberta’s Natural Gas Vision and Strategy – congratulating the Government of Alberta on its long-term Natural Gas Vision and Strategy. Earlier, the Alberta government announced its vision to transform Alberta into the number one supplier of clean, secure and responsibly sourced natural gas in Canada and internationally.
 
On October 9, the Alberta government announced an $815-million joint investment between the provincial and federal governments to increase the amount of irrigated land in southern Alberta by more than 200,000 acres, the single largest irrigation expansion in the province’s history. This announcement provides the CPA with plenty of opportunity to illustrate the benefits of utilizing propane to fuel irrigation engines, grain dryers, heat water and buildings, as well as for flame weed control.
 
The Saskatchewan Party has won a majority government in the provincial election held on Monday, October 26. The CPA has reviewed the Saskatchewan Party's promises made during the campaign and has provided the following highlights.
 
The Technical Standards and Safety Authority is seeking feedback on its publication of code adoption document (CAD) amendments for propane storage and handling. The Propane CAD is adopted by reference in O. Reg 211/01.
 
The Technical Standard and Safety Authority’s Propane Advisory Council (PAC) met virtually on September 23, 2020, with more than 10 industry representatives and more than a dozen TSSA executives and staff in attendance. The CPA continues to work with members and the TSSA to influence the agenda and policy developments of this industry advisory council.
 

 
Recent actions by the State of Michigan's Attorney General in response to minor repairs identified by Enbridge for its Line 5, raise concerns about the long-term survival of the pipeline and the need to highlight its importance to Canada’s energy supply chain.
 
The CPA is working with Ontario Ministry of Labour and Skills Development on identified skills shortages in the proprane industry, particularly for gas fitters and truck drivers in the province. The ministry is looking to assist the sector in mitigating these shortages to support economic recovery from the negative economic impacts of the pandemic.
 
While the provincial government’s policy regarding expansion of natural gas was explicit from the outset of their mandate in June 2018, recent applications by natural gas providers and resulting favourable Ontario Energy Board (OEB) decisions go beyond the projects and areas initially identified, which is unacceptable to the propane sector.
 
Nova Scotia Environment’s public engagement process for developing sustainable development goals and climate plan has been pushed back due to the COVID-19 pandemic. It had originally been scheduled to run from March 12, 2020 to May 15, 2020. The province has now planned for widespread public engagement starting in early 2021.

Applications are now open for StrongerBC's new Small and Medium-Sized Business Recovery Grant, which provides grants of $10,000 to $30,000 to support B.C. businesses that employ between two and 149 B.C. residents and have experienced declines in revenue since March 10, 2020. The Alberta Government, in partnership with the Government of Canada, announced the launch of a pilot project to deploy an updated COVID-19 testing regimen to reduce the need for a 14-day quarantine period for arriving international travelers. The pilot project will begin on November 2 at the Calgary International Airport and the Coutts land border crossing.

 
The Manitoba government has amended the Employment Standards Code so more workers can take protected leave due to the COVID-19 pandemic and apply for federal benefits. The federal program came into effect September 27 and Manitoba’s legislation is retroactive to that date.
