VTCA and VA Energy Presents Individual Safety Awards at two Vulcan Facilities
The Individual Safety Awards is a VTCA and Virginia Energy – Mineral Mining program that recognizes miners for achieving years of service milestones without a lost time accident. The 2024 awards recognized 98 miners for working safely without a lost time injury for 15, 20, 25, 30, 35+, 40+ and 45+ years. These 98 miners have worked a cumulative total of 2,899 years without a lost time injury.

VDOT Establishes NEPA Website, Publishes NEPA Program Manual
VDOT’s National Environmental Policy Act (NEPA) Program Manual is now publicly available on VDOT’s website. The Manual consolidates direction and guidance provided by the Federal Highway Administration and VDOT into a single location that governs VDOT’s role in FHWA’s NEPA process.
E-Ticketing – Mandatory for 2026 Asphalt Paving Schedule Contracts
On May 28, VDOT published Special Provision 109-000140-00 Use of Electronically Transmitted Weigh Tickets for Schedule Work. This special provision will be included for all 2026 paving schedule projects. Electronic ticketing will be required for asphalt plant mixtures, but optional for all other materials.
VDOT’s Spec Book Update – Aggregate Materials
VDOT is in the process of updating the Road and Bridge Specifications book (Spec Book) for 2026. The department is methodically going through each section of the Spec Book and making updates where they may be needed. Any revisions to the Spec Book must go through a regulatory review process where the public has the opportunity to provide comments on any revisions.
VDOT Continues Suspension of Escalation Rate Limitations for Professional Services Contracts
VDOT recently posted the escalation rates for professional services contracts for the period starting July 1, 2025, and running through June 30, 2026. To help offset inflationary stressors, they are continuing the temporary suspension of range limitations as outlined in Section 4.7.7. of the Manual for the Procurement and Management of Professional Services.
