This month, we bid farewell to our Technical Director, Kimberly Lyons, PhD. The SCAPA Board of Directors and Staff wish Dr. Lyons the best in her new opportunity!
  
SC Department of Health and Environmental Control and the SC Department of Commerce invited various industries, agencies and associations to join them last month in Columbia, SC to discuss the future of scrap tires in South Carolina.
  
We are excited about what this year's conference holds and hope you will plan to join us. Save the Date: February 27 & 28, 2023 at the Columbia Metropolitan Convention Center in Columbia, SC. 
  
As we come to the end of our Fiscal Year on September 30, we are preparing invoices for the 2022-2023 Fiscal Year. You can expect these invoices in your mailbox, as well as your email inbox, the first week of October. Please contact us to be sure your billing contact information is correct. Government Affairs
  
Learn more about the updates recently made to the Disadvantaged Business Enterprise (DBE) program by the Department of Transportation (DOT) using a Notice of Proposed Rulemaking (NPRM). The NPRM gives DBEs an opportunity to compete for federally funded transportation contracts. However, NAPA has identified the following issue for comment and welcomes input from the members of the Legislative Committee on this or any other DBE issue in the NPRM. The closing date for submission of comments is Oct. 31.
  
Governor Henry McMaster recently signed Executive Order 2022-31, which is focused on Electric Vehicles. The order provides for a SCDOT Working Group and Department of Commerce Coordinator.

Stone matrix asphalt (SMA), also called stone mastic asphalt, is a durable and rut-resistant asphalt mixture that relies on stone-on-stone contact to offer strength and a rich mortar binder to provide durability (Hughes 1999). This study was undertaken to objectively and comprehensively quantify and compare the performance and life-cycle cost benefits of SMA versus those of polymer-modified Superpave dense-graded mixtures used on similar trafficked highways. Results obtained from this study provide highway agencies with additional guidance regarding the use of SMA as a premium asphalt mixture.

Description: Perpetual pavements represent the best opportunity for owners – a long-lasting base with the opportunity to provide the smooth pavements road users expect. Even though perpetual pavements have existed around the U.S. for many years, road owners are just beginning to understand the long-term value provided by perpetual pavements. This webinar will feature three different award-winning perpetual pavement projects showcased and explained by the respective Department of Transportation and State Asphalt Pavement Association. This webinar is a great opportunity to learn why DOTs across the United States are choosing perpetual pavements to meet their needs and the demands of road users.
