Last week, representatives from the Build with Strength Building team, NUDURA, Holdfast Technologies, local Kentucky concrete producers, developers and school officials from across the country toured three Warren County (KY) schools that utilize the latest innovation in concrete construction – Insulated Concrete Forms (ICFs). The schools, each of which are located in Bowling Green, were Richardsville Elementary, South Warren Middle & High School and Jennings Creek Elementary; the latter is still under construction. From improved energy-efficiency to lower life cycle costs, school districts across the country – especially Warren County schools in Kentucky, which has saved $11 million since 2003 – are seeing the benefits of building with ICFs, reports NRMCA Senior Director, Building Innovations, Michael Wymant.

The owners of the Greenwell Inn and Convention Center in Price, Utah were considering upgrading their parking lot to complement recent upgrades in their motel and convention center, reports NRMCA Vice President, Local Paving, Don Clem. He said Rick Krompel of RL Krompel Contracting, a Price-based general contractor, approached NRMCA for assistance, requesting an overlay design through the Design Assistance Program (DAP). With input from Mr. Krompel, Clem then prepared a DAP for a 3.5-inch concrete (5 foot joint spacing) overlay for the 19,500 square foot parking area (seen below). The project, which required 220 cubic yards of ready mixed concrete, was supplied by NRMCA Producer member company Geneva Rock Products.

Mr. Krompel constructed the lot based on recommendations outlined in the Guide to Concrete Overlays of Asphalt Parking Lots, which was funded by the Ready Mixed Concrete Research & Education Foundation.

Last week, the Environmental Protection Agency (EPA) published a proposal to repeal the provisions relating to glider kits contained in the joint EPA and National Highway Traffic Safety Administration (NHTSA) rule known as Phase 2, which aims to reduce heavy-truck emissions, while increasing their miles-per-gallon. Specifically, the notice proposes repealing the glider kit provisions due to potential lack of authority on EPA’s part to regulate glider kits. EPA is operating under the notion that the Clean Air Act (CAA) cannot be used to cover glider kits because they are not “new motor vehicles,” “new motor vehicle engines” or “incomplete new motor vehicles.” Criteria EPA challenges is necessary in order to fall under the regulatory umbrella of the CAA.

EPA is accepting comments on the proposal through January 5, 2018. EPA will also hold a public hearing on the proposal on Monday, December 4, in Washington, DC. NRMCA will continue to communicate the industry’s support of the proposed repeal; NRMCA has advocated for it since the inception of the Phase 2 rule.

The 2017 Mixer Truck Rollover Survey is designed to collect data on actual rollovers of ready mixed concrete trucks in calendar year 2017. The electronic form uses check and drop down boxes for ease of completion and data compilation. The data collected is for rollovers that occur in calendar year 2017; no personal or company names are required to complete the form.

NRMCA Vice President, Local Paving, Phil Kresge recently joined Jessica Palmer of the Carolinas Ready Mixed Concrete Association (CRMCA) in presenting a lunch and learn program at the Raleigh, NC, offices of CALYX Engineering and Consultants. The presentation focused on ACI 330 Design for Concrete Parking Lots. Additionally, Kresge highlighted NRMCA's Design Assistance Program (DAP). Palmer encouraged the firm to submit projects to DAP and offered the services of CRMCA to facilitate the submittals. Also attending the program were Dallas Owens of Granite Contracting and Andrew Johnson of the Southeast Cement Promotion Association.
