NRMCA’s Codes and Standards team exhibited at the National Institute of Building Standards (NIBS) Building Innovations 2025 in McLean, VA, from May 18 - 21. Dr. Julian Mills-Beale, director, structural codes and standards, presented Designing and Building Resilient Communities with ICF Walls, highlighting the ability of ICFs to withstand extreme weather, seismic activity, fires and explosions. The theme of this year’s conference was Thrive: Strategies for Resilient Communities. Tiffany Reed-Villarreal, director, sustainability codes and standards; Darryl Dixon, senior director, energy codes and standards; Matthew Lemay, manager, codes and sustainability programs; and Shamim Rashid-Sumar, senior vice president, codes and standards, joined Mills-Beale in connecting with policy makers, structural engineers and resilience experts and showcase concrete’s role in resilient and sustainable construction. NRMCA Senior Director, Building Innovations, Frank Mruk will speak at BuiltWorlds' upcoming Innovating Building Materials and Supply Chain Conference in Chicago on June 12. From solutions that advance offsite fabrication to those that lower labor burdens and the lifecycle costs of maintaining structures, new technologies and techniques are helping address a wide range of problems and opportunities. In addition to advances in the materials themselves, this conference will examine how technologies are helping refine movement of materials from factories to jobsites in an industry notorious for late deliveries and incorrect or damaged materials in a fragmented and inefficient supply chain. The House of Representatives passed a sweeping FY25 reconciliation package, dubbed One Big Beautiful Bill, which includes several major tax provisions championed by NRMCA as beneficial to the ready mixed concrete industry. Key wins include:
The bill also allows full depreciation of structures related to manufacturing processes that could be of significant importance to the industry. The package does not impact 1031 exchanges, bonus depletion rules or tax treatment of infrastructure-related bonds. It includes new electric vehicle and hybrid vehicle user fees that will contribute to the Highway Trust Fund. While the bill faces an uncertain path in the Senate, its advancement marks a major step forward on key industry priorities. NRMCA presented to Congressional staff on the ready mixed concrete industry as part of a facility visit hosted by NRMCA Producer member Vulcan Materials and the National Stone, Sand & Gravel Association, discussing the ready mixed concrete industry and the legislative issues that impact it. In addition to hearing from NRMCA and other organizations, Congressional staff toured a quarry, ready mixed concrete plant, hot mix asphalt facility and saw a blast at the quarry. NRMCA, the National Asphalt Pavement Association, American Cement Association, American Road and Transportation Builders Association, Associated Equipment Distributors and National Mining Association supported the tour. NRMCA Senior Director, Local Paving, Amanda Hult recently partnered with David Campbell and Richie McDowell, P.E. of NRMCA Associate member FullForce to discuss increasing concrete’s market share with Producer member Irving Materials, Inc. in Kentucky and Tennessee. Hult provided the audience (seen here) with key items to look for when bidding a project in an effort to expand concrete placement to other areas of a site. Attendees were exposed to basic concrete pavement design for parking lots and provided information on NRMCA’s Design Assistance Program. FullForce presented on how fibers can potentially affect the concrete thickness and the process used to convert projects from asphalt to concrete. Campbell concluded the meeting by discussing two examples of projects that were successfully converted or are in the process of being converted to fiber reinforced concrete. NRMCA Senior Director, Local Paving, Luke McHugh (seen here) recently presented at the Ohio Aviation Association’s (OAA) 2025 Annual Conference. His presentation, Airside and Landside Concrete Pavements, discussed pavement design and construction, particularly with regard to Federal Aviation Administration (FAA) requirements. He also spoke about the role concrete overlays can play in airport runways, taxiways and landside applications. McHugh was joined by Senior Vice President, Local Paving, Phil Kresge and by Ohio Concrete Association (OCA) Promotion Director Lisa Weaver-Moon. McHugh, Kresge and Weaver-Moon networked with several engineering firms that were exhibiting at the conference. For more information, contact Luke McHugh at lmchugh@nrmca.org. Senior Vice President, Local Paving, Phil Kresge recently attended the Great Lakes Cement Promotion Council (GLCPC) 2025 Promotion Summit in Columbus, OH. The annual summit attracts representatives from the ready mixed concrete, concrete pavement, precast concrete, concrete block and concrete pipe industries from Illinois, Indiana, Kentucky, Michigan, Ohio and Wisconsin. Topics of discussion included The Future of Type 1L and Other Emerging Blended Cements, Current Landscape of Next-Generation and Reduced-Carbon Cement and Concrete, and The State of Supplementary Cementitious Materials. Additionally, presentations were given on Workforce Development: Strategies for All Ages and Stages and overviews of ACI 318-25 and the new ACI 319 and 320 codes.
