Appearing before a House of Commons Committee studying Canada-U.S. relations and the issue of Line 5, the CPA made it clear that for its members and for the millions of Canadians who depend on propane in their daily lives, the idea of shutting down Enbridge Line 5 is a non-starter. Watch the CPA in action – click here
 
As part of the Alberta government’s COVID-19 Recovery Plan, the province unveiled a long-term strategy to build and create tens of thousands of jobs by investing $825.8 million for new projects over the next three years, including critical health-care infrastructure and 14 school projects around the province. 
 
On March 24, 2021, Ontario Finance Minister Peter Bethlenfalvy released the province’s 2021 budget document which outlines the next phase of the province’s COVID-19 action plan. The budget supports the province's comprehensive vaccine distribution plan, along with providing additional resources for the health care sector and initiatives to protect the economic well-being of families, workers and employers.
 
Recently, Canada’s Minister of Infrastructure and Communities Catherine McKenna joined with provincial and municipal officials in the Region of Peel to announce the replacement of existing specialized accessible transit buses with 69 new propane-powered buses.
 
The TSSA held the first joint fuels council meeting (Natural Gas, Propane and Liquid Fuels) on March 11, 2021. This forum consolidates three advisory councils into a single body to achieve more efficient communications on transformation initiatives impacting stakeholders. These joint meetings also provide an opportunity for TSSA-regulated sectors to hear more from each other on shared issues.
 
On Thursday, February 25, 2021, the provincial government gave its second speech from the throne for the Province of Prince Edward Island.  The throne speech focused on three major sectors: health, seniors and the environment.
 
On March 10, the province of New Brunswick announced a list of 96 climate change projects funded through the NB carbon tax revenue for 2020-21. These funds will be invested in projects to increase energy efficiency in buildings, undertake climate change research and complete climate adaptation projects for municipalities. Since propane is already included in energy efficiency programs for low income, residential, commercial and industrial clients, the CPA will be seeking additional opportunities with this announcement.
 
The first throne speech under new premier Iain Rankin was presented on March 9, 2021. A substantial part of the speech focused on the environment and energy.
 
As members were recently informed, on February 11, 2021 the Ontario Ministry of the Environment, Conservation and Parks posted the proposed Hazardous and Special Products regulation, under the Resource Recovery and Circular Economy Act to transition the Municipal Hazardous and Special Waste Program to full producer responsibility.

On March 25, the Supreme Court of Canada recognized the constitutionality of the federal government's Greenhouse Gas Pollution Pricing Act. The ruling represents the final step in a court challenge initiated by the prosecutors of Saskatchewan, Ontario and Alberta, and supported by other provinces, including Québec. Justices Russell Brown and Malcolm Rowe strongly disagreed with the ruling, writing lengthy opposing views in response to Chief Justice Richard Wagner.
 
In December, the federal government announced that it will invest in what it believes will position Canada as a global hydrogen leader, cementing this low-carbon and zero-emission fuel technology as a key part of Canada’s path to net-zero carbon emissions by 2050.
 
The Propane Education and Research Council recently released a study that analyses the carbon footprint of medium- and heavy-duty engine vehicles powered by propane and electricity.
 
The Ministère de l'Environnement et de la Lutte contre les changements climatiques and the California Air Ressources Board will hold the joint carbon market auction on May 19, 2021.
