New measures announced by the federal government in December that heralded a “healthy environment and healthy economy” included a significant increase in the federal carbon tax or “the backstop”.

On December 11, 2020, the federal government announced a plan that it believes can provide for a healthy environment while strengthening the economy. A main objective of A Healthy Environment and a Healthy Economy is to build on the government’s commitment in the 2020 Speech from the Throne to create over one million jobs, restoring employment to pre-pandemic levels.

A recent story ran in the Times Colonist in Victoria, BC that pointed to a number of U.S.-based issues and regulations that implied were similar for propane use in Canada. The province is doubling CleanBC Better Homes retrofit rebates for select home-heating and energy-efficiency upgrades to support its economic recovery and help British Columbians save on energy costs. The CPA is challenging the province’s decision to only provide rebates to homeowners who switch to heat pumps. We urge you to express your opposition to propane being excluded from the program. The BC government has renewed its Wood Stove Exchange Program which provides incentives to people replacing old, smoky wood stoves with cleaner options. A total of 19 communities have applied for funding to continue their exchange program or have sufficient funding from previous years to continue offering rebates to their residents. There is still time for CPA members to encourage potential customers to take advantage of the funding to replace their wood stoves with a propane stove.

A number of tax savings that the government says will benefit Manitobans and help to protect their hard-earned income will come into effect on January 1. Manitoba personal income tax brackets and the Basic Personal Amount will increase by 2.2 per cent for the 2021 taxation year as they are indexed to the Manitoba Consumer Price Index. As a result, an estimated 3,300 taxpayers are expected to be removed from the 2021 tax rolls.

The Finance Ministry is currently consulting on 2021 Budget priorities. The CPA will submit a formal proposal with key propane sector fiscal and policy initiatives to the minister by February 12, 2021. In late December 2020, some CPA members alerted CPA staff of an advertising campaign sponsored by Hydro One promoting vendor rebates for customers to switch from their current home energy source - oil or propane - to electricity. Running in Ontario, the advertisements offer vendor rebates of up to $1,000 to switch to electric heating and drive audiences to the Hydro One website which lists a number of incorrect statements about propane fuel and its suppliers.

On January 6, 2021, the CPA welcomed Ontario’s new Finance Minister, the Honourable Peter Bethlenfalvy, and introduced him to the work Ontario members have been undertaking with his ministry and the progress made over the past year.

In November 2020, the Ontario Ministry of Environment, Conservation and Parks, released a discussion paper on hydrogen technology for stakeholder consideration and comment. The 20-page paper outlines the Ontario government’s rationale for investigating the benefits and challenges of hydrogen technology. Ontario considers hydrogen fuel technology a potential long-term way to address climate change and air quality while creating growth opportunities for industry.

In December 2020, the Ministry of Government and Consumer Services released a consultation paper on proposed revisions to the Consumer Protection Act, 2002. The Consumer Protection Act governs most consumer transactions for personal, family and household purposes regardless of purchase platform in Ontario. It also sets out basic business rules and consumer remedies if businesses do not follow the rules.

Recently, the CPA received endorsement of its position on propane cylinder recycling regulatory revisions from the Retail Council of Canada (RCC). In a letter to the Minister of Environment, Conservation and Parks, the Honourable Jeff Yurek, dated January 20, 2021, the RCC’s Senior Director of Sustainability, Philippe Cantin, confirmed his organization’s members support for a new regulatory regime that would exclude refillable propane cylinders.

As some provinces increase restrictions and implement ‘stay at home orders’, the CPA has prepared an example of a document attesting to the authorization to travel for an essential service within a province, or across provincial boundaries should the need arise. While this letter is not a mandatory requirement in every province, it may aid employees in dealing with any authorities they may encounter.

On January 20, 2021, the Ontario government expanded its current workplace inspection campaign. Provincial offences officers are now visiting an expanded range of workplaces across Ontario to educate and ticket businesses that are not complying with COVID-19 health and safety requirements.
