The backlogs from the illegal rail blockades will continue to affect the propane industry for many weeks or even months. The CPA continues to work on this issue, now urging the priority of propane deliveries on the CN rail line.

On February 10, the CPA met with the federal government to discuss the removal of the federal carbon tax or “backstop” on propane for agricultural applications in Ontario, Alberta, Saskatchewan and Manitoba. As of April 1, the federal backstop will increase from $0.0310 cents per litre to $.0464 cents a litre.

The CPA met with the Alberta government to discuss its concerns with signing the Canadian Registration Number reconciliation agreement as it is currently worded. If a harmonized approval process were to be implemented using adequate approval mechanisms, Alberta believes it could be a great tool to remove added red tape in the CRN approval process.

With the restricted load period fast approaching in Ontario (Highway Traffic Act R.S.O., 1990), the CPA has successfully engaged with the office of the Minister of Transportation to discuss a viable option for the industry.

This past January, the Honourable Stanley Cho, parliamentary assistant to the Ontario Minister of Finance, invited the CPA to provide recommendations to government on how to contribute to the province’s fiscal health. The CPA's submission details how the propane sector contributes to community economic development and the overall provincial economy.

The CPA responded to a story printed January 21 in the Toronto Sun - “Ford makes natural gas, high-speed Internet pledges to rural Ontario” written by Brian Lilley. CPA President and CEO Nathalie St-Pierre commented on Premier Doug Ford’s announcement that the Ontario Energy Board will be taking applications for the expansion of natural gas in rural areas.

On January 22, CPA Vice-President of Government Relations Allan Murphy met with Wes McLean, deputy chief of staff to Premier Higgs to review the positive feedback the CPA has received from the province’s procurement department regarding the acquisition of propane school buses and changes to Gasoline & Motive Fuel Tax Act.

The installation of smart meters has been an ongoing issue throughout Canada because they have been installed too close to propane tanks already in place. The CSA B149.2 Propane Storage and Handling Code states that propane installations must respect a 10 ft clearance when placed near a source of ignition.

The CPA undertook a series of meetings with the PEI government to discuss the propane advantage in various sectors including bus and fleet transportations, heating for government-owned buildings and agriculture.
