The Canada Energy Regulator (CER) Safety Advisory SA 2025-02 Safety and Damage Prevention Practices to Large-Scale Projects Near Pipelines on 6 October 2025.

Damage Prevention is a shared responsibility among pipeline companies, project planners, contractors, and the broader community. The Canada Energy Regulator (CER) issues safety advisories to clarify expectations and reinforce regulatory requirements, aiming to prevent incidents and protect people, property, and the environment, near federally regulated pipelines.

Why Safety Advisories Matter

Safety advisories are not just informational - they are actionable guidance. They outline specific steps the CER expects all parties to take when planning or conducting work near pipelines. These advisories are based on lessons learned from near-hit incidents and trends observed in the field, and they serve to highlight regulatory requirements and best practices for safe operations.

Le 6 octobr 2025, la Régie de l'énergie du Canada a publié l'avis de securite SA 2025-02 intitulé Pratiques de sécurité et de prêvention des dommages relatives aux projets de grande envergure à proximité de pipelines.

Le prévention des dommages est une repsonsabilité partagée entre les sociétés pipelinières, les planticateurs de projets, les entrepreneurs et l'ensemble de la collectivité. La Régie publie des avis de sécurité pour clarifier les attentes et mieux faire connaître les exigences réglementaires afin de prévenir les incidents et de protéger les personnes, les biens et l'environnement à proximité des pipelines de ressort fédéral.

Importance des avis de sécurité

Les avis de sécurité visent non seulement à informer, mais aussi à fournir des directives pouvant être mises en application. Ils décrivent en détail les étapes que la Régie s'attend à ce que toutes les parties suivent lorsqu'elles planifient ou effectuent des travaux à proximité de pipelines. Ces avis sont fondés sur les leçons tirées des incidents évités de justesse et les tendances observées sur le terrain et servent à mettre en évidence les exigences réglementaires et les pratiques exemplaires en matiére d'exploitation sécuritaire.

CCGA Board of Directors – Release Announcement

RAPPORT ORDI 2024 DU CANADIAN COMMON GROUND ALLIANCE   

The Canadian Common Ground Alliance (CCGA) is pleased to present our 2024 CCGA National DIRT Report, providing a comprehensive analysis of damages to buried infrastructure across Canada. This report reflects data voluntarily submitted by owners, operators, contractors, locators, and other damage-prevention partners from coast to coast, offering valuable insight into the current state of underground infrastructure protection in Canada.

2024 represents another encouraging year of improvement with our continued decline in overall damages. This continued positive trend underscores the commitment and collaboration of stakeholders across industry sectors who play a vital role in protecting people, property, and the essential services that Canadians rely on every day.

Beyond year-over-year damage statistics, this report includes root cause analysis and detailed insights to help industry professionals identify where risk remains and where targeted improvements can deliver meaningful results. These findings support continuous learning and guide enhancements to training, planning practices, locating performance, and damage-prevention programs nationwide.

We encourage you to review the results, consider how they relate to your operations, and share this report with colleagues and partners across the damage-prevention community. Together, through shared responsibility and collaboration, we continue to make Canada a safer place to dig.
