State Legislative Updates
This week’s update finds state authorization bills for barbering schools on the move in Arizona and Idaho. In order to keep you apprised of the latest developments from the 40 state legislatures actively meeting this week, please find a brief report of state bills of interest to barbering and cosmetology schools here.
 
Big Week Ahead for Acting Secretary of Education Dr. John B. King
Today, Wednesday, February 24, 2016, Acting Secretary King will be the only witness to testify before the House Education and the Workforce Committee – providing testimony and responding to questions in relation to the Administration's Fiscal Year 2017 Budget.  The hearing, entitled "Examining the Policies and Priorities of the U.S. Department of Education" can be viewed either live or archived on the House E&W website.  Tomorrow, Dr. King will spend his morning returning to the House E&W Committee to respond to the Administration's slow start in implementing the recently enacted reauthorization of the Elementary and Secondary Education Act and then heading over to the U.S. Senate for a Senate Health, Education, Labor, and Pensions Committee Executive Session to consider confirming him as the 10th Secretary of Education.  Following what many here in Washington believe will ultimately be Dr. King's confirmation, he is likely to be asked to return to the Senate HELP Committee in the near future to once again present and respond to questions on the Administration's FY17 Budget proposal.
 
Department Urges Continued Review and Correction To Data By Institutions, As Publication of Completers Lists Continues To Be Delayed

During a break in last week's Defense to Borrower Repayment Federal Negotiated Rulemaking, AACS Public Policy Advisor Tom Netting took the opportunity to inquire with key Department officials on the status of the Department's publication of the Completers Lists, which are the beginning of the next phase of the process in implementation of the GE regulations.  Department officials indicated, as noted in their February 3, 2016 Electronic Announcement #73 – Spring 2016 Distribution of Draft GE Completers Lists, that they are continuing to work towards the completion of the formatting of the data and enhancements to the Data Challenge and Appeal Solution system, before providing the Completers Lists to institutions and open the forty-five day challenge period.  Department officials strongly suggested that institutions should be using this additional time to go back and review, and re-review their data submissions to ensure their accuracy – helping to smooth the process for schools to review and respond to the Completers Lists once published.  Department officials also shared that they anticipate the publication of additional sections of the GE Operations Manual, NSLDS GE Users Guide and introduction of the Alternative Earnings Survey Best Practices Guide.  AACS urges schools to routinely visit the "Gainful Employment Information" website for the latest information, and to continue to review their data submissions as prescribed by the Department
