S.B. 157 (SB679/HB4689): Revenue Rules Bundle. Purpose: Included correction of Managed Timberland Tax calculations. – GOVERNOR VETOED S.B. 43: Posting Property Boundaries to deter trespassing: Williams, Beach, Blair, Leonhart, & Miller. Purpose: As entitled. GOVERNOR SIGNED (see article below) NOTE: The following did not 'die in committee' by accident... H.B. 2704: Consumer Sales & Service Use Tax: Morgan, Hamilton. Purpose: Shifts taxes to subcontractors (e.g. loggers) & increases costs pro fees DIED IN COMMITTEE. H.B. 4254: Would eliminate "ghost" insurance policies used by loggers/others without Workers Comp for mill’s/similar’s liability coverage.: By Del Hamilton, Storch, Butler, Westfall, Guthrie, Pethtel & B. White. Purpose: Eliminates "ghost" insurance policies used by loggers/others without Workers Comp for mill’s/similar’s coverage. DIED IN COMMITTEE. H.B. 4580: Terminates Board of Registration of Foresters: By Del R. Smith, Blair, Hill, Faircloth. Purpose: As entitled & moves assets/records to DOF. DIED IN COMMITTEE.

Senate Bill 43 By Senators Williams, Beach, Blair, Leonhardt and Miller [Introduced January 13, 2016; Referred to the Committee on Natural Resources; and then to the Committee on the Judiciary.] A BILL to amend and reenact §20-2-8 of the Code of West Virginia, 1931, as amended; and to amend and reenact §61-3B-1 of said code, all relating to posting of property to prohibit hunting or trespassing; and allowing posting by certain clearly visible paint markings. Be it enacted by the Legislature of West Virginia: That §20-2-8 of the Code of West Virginia, 1931, as amended, be amended and reenacted; and that §61-3B-1 of said code be amended and reenacted, all to read as follows:

Education Opportunities
This year marks the 61st year for the West Virginia Ted Harriman Forest Industries Camp. The camp is scheduled for July 17-July 23, 2016, at Camp Mahonegan, Ellamore, West Virginia. The camp provides the opportunity for young people (age limit: as of July 23, 2016, over 15 and less than 20 years of age) to understand the value of multiple-use management of West Virginia’s forests and also become aware of career opportunities in forestry. A partnership between WVFA members and several state agencies provides the instruction and supervision for the camp. Alan Miller, a member of WVFA, serves as director of the camp. The Forest Industries Camp scholarship cost this year is $100. We invite you - as we do every year, at this time - to provide one or more scholarships for the 61st West Virginia Ted Harriman Forest Industries Camp. Your scholarship check can translate into a better understanding for forest resource management and use. Please send your check to our office using the attached form.
