VTCA is pleased to announce that our Safety and Operations Committees have collaborated to expand our traditional Safety Seminar to include components designed for Operations-focused content.  Aggregate Producer Safety & Operations Seminar is the new designation for this event. Additionally, the Aggregate Producer Safety & Operations Seminar will be expanded to one and a half days of valuable content and networking opportunities.

In Harrisonburg, VA, on October 14-16, the VA Association of Career & Technical Education Administrators (VACTEA) held its 2025 annual conference at the Madison Hotel in Harrisonburg. VTCA participated in the conference by hosting an exhibit booth to display the career opportunities available in Virginia’s aggregate and heavy construction industry. Our presence was very well received, and there was a lot of interest from many Career & Technical Education programs across the Commonwealth.

The Individual Safety Awards is a VTCA and Virginia Energy – Mineral Mining program that recognizes miners for achieving years of service milestones without a lost time accident. The 2025 awards are recognizing miners for working safely without a lost time injury for 15, 20, 25, 30, 35+, 40+ and 45+ years. These miners have worked a cumulative total of almost 3,400 years without a lost time injury!
  
In 2018, following the passing of his beloved beagle, Webster, Frank Payne was inspired to write a children’s book celebrating Webster’s life and the three years he spent as a therapy dog at the Children’s Hospital of Richmond at VCU (CHoR). Frank donated $1,000 from the book’s proceeds – his first of many gifts – to support the hospital’s work. Since then, his contributions have exceeded $28,000, benefiting the Children’s Tower and the child life department.

VDOT’s Commissioner Stephen Brich has issued an update and clarification to his original October 3 memorandum regarding the USDOT IFR on the Disadvantaged Business Enterprise Program. The clarification is based on additional information released by the USDOT in a FAQ shared with VTCA members on Friday, October 24.
VDOT invites all industry partners to join a webinar on the new Virginia MUTCD Version 11.0, scheduled for November 6, from 10:00 a.m. to 12:00 p.m.

Join the 2026 Annual Virginia Concrete Conference for the Virginia Transportation Industry. This is the annual forum for the exchange of information and technology transfer with focus on concrete structures, pavements, and materials.
The Virginia Department of Transportation usually rehabilitates old concrete pavements with an asphalt overlay, making them composite pavements. In 2012, a portion of U.S. Route 58 west in Southampton, Virginia, received two additional treatment options: a bonded concrete overlay and an unbonded concrete overlay. Around the same time, the eastbound lanes of the same area received the traditional treatment of asphalt overlay. This rehabilitation provided an opportunity to compare the performance of all three treatment options.
