VTCA is pleased to announce that our Safety and Operations Committees have collaborated to expand our traditional Safety Seminar to include components designed for Operations-focused content.  Aggregate Producer Safety & Operations Seminar is the new designation for this event. Additionally, the Aggregate Producer Safety & Operations Seminar will be expanded to one and a half days of valuable content and networking opportunities.

Join us, along with industry peers, Hampton Roads District Staff and local leaders for education and networking at this year’s Hampton Roads District Dialogue. The program will include insight into VDOT’s transportation program specific to the Hampton Roads District. New District Engineer Mike Davis will host this year’s dialogue and provide a strategic overview of District priorities and ongoing initiatives.  VTCA’s Gordon Dixon will share an update on VTCA’s legislative activity and then introduce a panel of industry leaders who will share perspectives from VTCA’s three primary member sectors – Contractors, Engineers, and Aggregate Producers.

Last week, Loudoun County cancelled the procurement of a new government office building after two contractors sued the County over the procurement’s requirement for a Project Labor Agreement (PLA) last week. The lawsuit – filed by Coakley & Williams Construction, Ennis Electric, and the Associated Builders and Contractors Virginia Chapter – argued that the PLA mandate violated Virginia’s Right to Work Law, the Virginia Public Procurement Act, and the Virginia Constitution.
By now, you should be aware of the unprecedented changes to the Federal Disadvantaged Business Enterprise program, which directly impact all VDOT and local projects. The federal action is unprecedented and will have a profound, lasting impact on the industry.

VDOT contractors working on federally funded transportation projects are reminded that the first phase transitioning to the updated Buy America requirements for manufactured products took effect on October 1, 2025.
MSHA will continue enforcement activities, including mandatory 2/4 inspections. They will not be performing compliance assistance work, Part 100 conferences, H&S training programs, or the more administrative-leaning work. The escalation report call line will continue to operate. If you need to call local MSHA offices, there should be someone there to answer, but it may take a while to get email responses, depending on the issue.
Speed enforcement cameras are proving to be a major moneymaker for some Hampton Roads cities –  and now state lawmakers are questioning whether the systems are about safety or revenue.
 
Two cities, Suffolk and Chesapeake, account for nearly half of the $57.8 million collected statewide from speeding violations in school and work zones between 2022 and 2024.
