The Texas Asphalt Pavement Association Scholarship Program is now accepting applications from Texas residents who are employees or dependents of TXAPA members, nominated by a University or recommended by a TxDOT representative. This year there will be a total of ten (10) scholarships available in the amount of $5,000 each distributed in $2,500 increments for the fall and spring semesters. Selection is based on academic performance, financial need and field of study with an emphasis on the asphalt and construction related degree programs.

The structural design of pavements is the practice of determining the combination of materials and thicknesses needed to support traffic considering vehicle numbers and weight plus climate and soil conditions. In this chapter, we discuss the general considerations, typical design methods used in Texas and nationally, PaveExpress and PerRoad approaches to pavement design, and special considerations for pavement design.

Days before heading to the World of Asphalt Conference in Houston Texas, TXAPA’s Executive Vice President Harold Mullen was contacted by the U.S. Department of Commerce with a request that was both exciting and surprising. A delegation from the former Soviet Union wanted to see an asphalt plant in the United States.

TXAPA's Environmental Health and Safety Committee, led by chair Gary Nichols of Westward Environmental, Inc. is developing a webinar series to help you understand the ruling and how you can determine whether you are in compliance, and answer any questions you may have about implementing new policies and procedures to protect your workers.

The webinar series is in the planning stages with tentative roll out scheduled for May 2018. If you would like to join the EH&S committee and participate in the development of the program, or if you have questions, please contact Gary Nichols.

Certification News From The HMAC

TxDOT and the Hot Mix Asphalt Center partner each year to present QC/QA awards to Certified Technicians for their efforts to achieve excellence in the performance of their assigned duties.

QC/QA Technicians are an invaluable part of our industry, and this program will honor those who strive to be their best and to those who dedicate their careers to helping the industry be its best. A technician from each level of Hot Mix Certification (1A, 1B, and Level 2) and one technician from the Soils & Flexible Bases Certifications (101, 102, 103, 201 & 202) will be chosen to receive the award.

But this cannot happen without your help, so take the time to nominate a deserving technician. Simply go to www.txhmac.org/awards and fill out the online form to nominate someone.

A committee will then review all the nominations and announce the winners at the TXAPA Annual Meeting. We are excited about this Awards program and look forward to this year’s nominations. Again with you cooperation and involvement, we expect to have a successful QC/QA Technician Awards Program.

The 2018 HMA proficiency ratings are now posted. Log in at www.txhmac.org to view your results. If you have a score of two or below you must submit a low rating response by March 29. Failure to respond will result in an inactive certification.
