A federal court ordered a home insulation marketer to pay a $350,000 civil penalty for making deceptive and unsubstantiated claims about his products’ insulation capabilities. On the Federal Trade Commission’s behalf, the U.S. Department of Justice won the order on the merits of the case without a trial. The $350,000 figure is the largest civil penalty awarded in a home insulation case.

The Republican-led House on May 8 approved a measure that would give private sector workers the option of trading overtime pay for extra time off weeks or months later. The bill, approved on a 223-204 vote, would allow employees who work more than 40 hours a week to save up to 160 hours of earned time off for future use. GOP lawmakers say they want to give busy working parents at private firms the same flexibility that public sector workers have to take time off to spend with their children or care for aging parents.

There are all kinds of places where we have to deal with wildfires and all kinds of places where we build right next to our neighbors. Where we build next to our neighbors we have kind of decided that it is a good idea that if they are on fire that we should not be on fire. And vice versa. This makes things very interesting if we want to vent our roofs or if we want to use continuous insulation on the exterior of our buildings or if we want to do both. And things get even more interesting if we want to vent our claddings.

SPFA’s 2013 Annual Convention and Expo was another record breaker. The show beat its last East Coast attendance record by 144 attendees.  The energy and commitment demonstrated at the show were fantastic, and excitement carried back into the industry with almost 400 new SPFA Professional Certification Program tests being taken. Demilec USA, LLC is now offering a preparatory seminar to assist contractors and installers to certify under the SPFA Professional Certification Program. The goal is to prepare the attendees to take the SPFA examinations for the various levels of installer (applicator) certification, plus there is a day of business training and a full day of hands-on training including spray technique, troubleshooting and equipment maintenance. On the final day of training, all students have the opportunity to take the tests for any of the SPFA certifications.

The next class is June 25-28 in Arlington, Texas.

RESNET’s analysis of the white paper from Senate Finance staff containing energy-related options for tax reform. It was released April 25 and, as explained, one option is a performance-based tax credit for residential energy efficient retrofits.
This could be beneficial for SPFA member products, of course, but new tax credits may face resistance in the House so it’s great news that the other residential option is making permanent the homeowner energy-efficient tax credit (25C) with a fix for roofing that would make all products meeting Energy Star requirements eligible! The Home Energy Savings Act of 2012 was previously introduced, and it’s very encouraging to see it referenced in a Senate Finance Committee document. Linked for download are the white paper’s residential options, which are highlighted on pages 13 and 14, and it should be noted that there’s an option to make permanent the Commercial Building Tax Deduction (IRC Sec. 179D) on page 14.

At the 2013 NAHB IBS show in Las Vegas, SPFA offered a compendium of spray foam technical, safety, contractor certification, and installation information of specific interest to home builders during one of the sessions, "What You Need to Know When Working with Spray Polyurethane Insulation for Residential Buildings." To accompany the session, a draft of the SPFA Builders Reference Handbook was released. The document is a draft and will evolve with input received from builders. The Center for the Polyurethanes Industry (CPI) of the American Chemistry Council is accepting entries for its 2013 Polyurethane Innovation Award. The award winner will be announced during the 2013 Polyurethanes Technical Conference, which runs from Sept. 23 to 25 at the Sheraton Phoenix Downtown Hotel in Phoenix. Nominations for this year’s award must be received by CPI no later than 5 p.m. EDT on June 18.
