On Dec. 9, 2020, Bill-19 The Saskatchewan Human Resources Profession Act was introduced, and as of April 13, 2021, is in second reading debate.

The second reading stage is dedicated to a debate on the principles of the bill among members of the Legislative Assembly. The debate portion included overall support for the legislation by opposition critic Trent Wotherspoon, MLA Regina Rosemont and his request for comments and submissions by the public to ensure the legislation is finalized in a consultative manner, “to get it right.”

As such, CPHR members, now is the time to show your support for Bill-19 The Saskatchewan Human Resources Profession Act. As an organization, the Self-Regulation Committee and the Board, we are pleased with the way the legislation reads and the implications it holds for us, our members and the protection of the public in Saskatchewan. It certainly has our support, and we invite you to read the bill, and submit your comments, even if it is just to say "I am a member of CPHR Saskatchewan and I support Bill 19." You can submit your support to Honourable Don Morgan, Minister of Labour Relations and Workplace Safety at don.morgan@gov.sk.ca or Carla Beck, MLA Regina Lakeview and Labour Opposition Critic at cbeck@ndpcaucus.sk.ca.

Remaining Process to Law

  • The third reading and passage allows for the bill to be commented upon and criticized one final time, but the debate centres upon the effects of the bill if passed.
  • Once a bill has passed third reading, the Lieutenant Governor is asked by the Speaker to give royal assent. This completes the enactment of the bill, which is now called an act.

As we continue through this process, we will keep everyone informed of our progress. Thank you in advance for voicing your support. If you have questions please reach out to Nicole Norton Scott, CEO/Registrar at nnortonscott@cphrsk.ca or Board Chair, Tamara Therrien at boardchair@cphrsk.ca.
