With great sorrow, we announce the passing of long-time PDQ Rentals team member and leader, Eddie Pittman.
 
Ed started with PDQ in 1978. Beginning as a yardie in Customer Service, Ed’s ability and knowledge quickly earned him promotions to Assistant Rental Manager and then to Manager. Because of his interest and intuition in computers, he migrated to become our IT person and Purchasing/Inventory Manager. Incredibly dependable, Ed volunteered to work evenings, nights and weekends to perform inventories, to monitor and install upgrades to our computer system, and to respond to alarms.
 
Ed was born in 1956. He and his wife Melodie were married for more than 40 years and raised four children, Candice, Brynn, Lindsey and Zack. Ed was a dedicated family man and a dog lover. When a friend needed help, Ed was first to pitch in.
 
We have lost one of the good guys but he will always be remembered.

Employers are responsible for providing workplaces that are safe from excessive heat. Yet every year, thousands of workers become sick from exposure to heat, and some even die. Heat illnesses and deaths are preventable. The risk of heat-related illnesses and deaths increases during warm summer months; humidity increases the risk. Heat stroke is the most serious heat-related illness. It occurs when the body becomes unable to control its temperature: body temperature rises rapidly, the sweating mechanism fails, and the body is unable to cool down. Body temperature may rise to 106°F or higher within 10 to 15 minutes. Heat stroke can cause death or permanent disability if emergency treatment is not provided.

Kelly Bye has been appointed as the new Chief Executive Officer of Virginia Abrasives Corp. and subsidiary Johnson Abrasives, effective April 17. Mr. Bye brings extensive manufacturing experience and joins the team after nearly four years with Benjamin Moore & Company, and nearly 26 years with Rust-Oleum Corporation, both in the Chicago area. He has a Bachelor of Science in Accounting and Finance from Rockford University. His combined experience in finance, sales management and manufacturing are ideally suited to the manufacturing company, which is based in Petersburg, Virginia.

California Business Roundtable President Rob Lapsley issued the following statement today supporting Governor Gavin Newsom’s quick opposition to the State Senate’s business tax proposal:
“We support Governor Newsom’s opposition to the state Senate’s budget proposal, which would raise taxes on California businesses. California’s cost-of-living crisis and economic slowdown are affecting businesses and working families alike. State revenues are still well above historic levels, and we are well-positioned to manage the reduced budget surplus without raising taxes. It is well established that increased taxes get passed on to consumers, so this proposal by the Senate will cynically increase our cost-of-living crisis and disproportionately affect working families.”

     While partial progress appears to have been made finally in the extended West Coast port labor talks, the uncertainty rising over these negotiations combined with growing concerns over a potential recession have seen a growing shift of trade traffic to the other coasts. The overall trade numbers for California were down for the year in the latest data for March.
The latest results on the March jobs and labor force data at best suggest a slowing in the state economy. Putting aside the monthly loss in December, the March nonfarm jobs gain at 8,700 (seasonally adjusted) was the lowest since September 2021, following on the sharp downward estimates in both the January and February numbers
    Compared to the pre-pandemic peak in February 2020, California nonfarm jobs only show a net gain of 295,200, or well below the 867,900 posted by Texas and 624,000 by Florida but still ahead of 4th place North Carolina (265,700) and 5th place Georgia (207,700). Looking at just these 5 states ranked the highest by net job gains since the previous peak, the stronger performance in the other four reflects the results of covid-era job closures that did not cut as deep as California’s combined with subsequent policies that emphasized a much earlier return to work.
    Employment, while the March data showed some improvement to the overall labor force, only returned back to the level previously seen last June. California employment (seasonally adjusted) has essentially stagnated since that point rather than continuing progress towards a recovery level.
    As reflected in the job openings data, the potential for substantial jobs expansion is beginning to show some closure as firms begin to cut back on hiring plans and as the supply of labor remains an issue. While labor demand (employed plus unfilled job openings) continued to exceed the labor supply (employed plus unemployed) through February especially when taking into account the likely level of frictional unemployment, the difference is narrowing but primarily due to steep drops in job openings in January and February.
On May 2, 2023, the Department of Transportation (DOT) published a final rule that, among other items, authorizes employers to use oral fluid drug testing as an alternative testing methodology to urine drug testing. The final rule also:
• harmonizes with pertinent section of the HHS oral fluid Mandatory Guidelines,
• clarifies certain Part 40 provisions that cover urine drug testing procedures,
• removes provisions that are no longer necessary,
• adds eight new definitions, clarifying language to definitions and web links, and
• updates provisions to address issues that have risen in recent years.
The Center for Jobs and the Economy has released a special report that provides an analysis of the migration patterns of high earning Californians, with a focus on how this trend accelerated in 2021, as evidenced by the significant taxable income loss experienced by the state.
The migration of high earners to other states accelerated in 2021, according to the annual release of tax migration data from the Internal Revenue Service (IRS).
    On balance, the net migration of high earners in 2021 had an average AGI of $747,600, representing a loss of $20.4 billion in taxable income (federal AGI) to the state. Using the tax year 2020 data from Franchise Tax Board (2021 is not yet available), this amount translates into an estimated $1.7 billion reduction in state personal income tax revenues, plus additional tax losses in property taxes, sales and use tax, fees and licenses, other revenues, and related business tax revenues that may have moved with these taxpayers. The estimated tax loss from all earners was $2.0 billion in 2021.
    On a cumulative basis, the 2021 losses bring the 5-year high earner running total to an estimated $3.7 billion reduction in personal income tax.
The Howard Jarvis Taxpayers Association sent out this news release on May 10 following the defeat of SCA 4 in the Senate Governance and Finance Committee. 
    The Howard Jarvis Taxpayers Association, California’s leading taxpayer advocacy group, will go forward with an initiative to restore the right of parents to transfer their home and limited other property to their children without reassessment to market value.
    The announcement follows the 3-4 vote in the Senate Governance and Finance Committee Wednesday to defeat Senate Constitutional Amendment 4, authored by Sen. Kelly Seyarto, R-Murrieta, which aimed to reverse the provisions in Proposition 19 regarding intergenerational transfers of family property. Under Prop. 19, which passed narrowly in November 2020, property is now reassessed to market value upon transfer between parents and children, with limited exceptions.
    At a hearing on Wednesday, Los Angeles County Assessor Jeffrey Prang testified in strong support of SCA 4, emphasizing that voters were not informed of the complex and costly effects that Proposition 19 would have on property tax reassessment of long-held family homes as well as businesses built over generations. “These neighborhood markets, auto shops and family-owned restaurants are community staples,” he said, but they are “in jeopardy of closing their doors when they are hit with high tax bills.”
The Construction Industry Coalition on Water Quality (CICWQ) reports that several proposed bond measure bills have been introduced into the California State Assembly and Senate with the aim of developing water quality and water supply reliability legislation or enacting new rules that impact the construction industry and its workforce. While it is unlikely all the bills will move forward, elements of the proposed measures may be combined into one large bond package, addressing long-term water storage, flood control, and groundwater recharge needs. The legislative process will sort out the details; perhaps the voters will have their say in 2024.
    Several proposed water quality-related bills will try and capitalize on the wet winter and the aftermath of flooding and property damage many areas in California experienced. Some of these bills are helpful to the construction industry and property development (AB 990) while others are problematic and don’t help address core water conservation and reuse issues we face (SB 597).

    Oh, the irony. San Francisco is perhaps the most progressive city in the United States, although Portland and Seattle might put up an argument. So how is it that the one thing that might save the City by the Bay from the fiscal abyss is Proposition 13, the iconic tax-cutting initiative backed by conservative Howard Jarvis and approved by voters in 1978?
