The Navigator Company Investing EUR 30 Million in Paper Machine 3 at Setúbal Mill

The Navigator Company has approved an investment of EUR 30 million to retrofit Paper Machine No. 3 (PM3), giving it the operational flexibility to produce low grammage kraft packaging papers, along with its current uncoated woodfree (UWF) paper grades.
PM3 is located at The Navigator Company's Pulp, Paper and Packaging of Setúbal (integrated pulp and paper mill) located on the Mitrena peninsula, near the city of Setúbal, Portugal.
The mill also operates PM1, which produces UWF paper.
PM3 is a Valmet machine with a sheet width of 4.55 meters and a speed of 1,160 meters per minute. It was installed in 1990 and has undergone successive modernizations in 1997, 2003, 2007 and 2018.
The Navigator Company expects to complete the project and start-up the new PM3 in the third quarter of 2026 with an annual production capacity of 100,000 metric tons, while retaining the operational flexibility to manufacture printing and writing papers.
