This webinar will feature a presentation by the Public Safety and Homeland Security Bureau of the Federal Communications Commission (FCC). Mr. Tim May, Policy and Licensing Division of the FCC’s Public Safety and Homeland Security Bureau, will share an update on the 9-1-1 activities of the commission. In addition, Mr. May will share information from the December meeting of the FCC’s Task Force on Optimal Public Safety Answering Point (PSAP) Architecture (TFOPA).

Also presenting and available for questions is Mr. Eric Parry from the Utah Communications Authority, 9-1-1 Division. Mr. Parry will share the benefits and considerations of:
  • Management Information Systems (MIS) from a statewide perspective
  • How their vendor solution (ECaTS) is currently being used in the state of Utah
  • Cooperation and collaboration with other state agencies

NENA is pleased to open the nominations process for our 2016-2017 Executive Board election! This election will be for the following positions:
  • Second Vice President
  • Southeastern Region Director 
  • Western Region Director
  • Private Sector Director
All nominees must be current members in good standing for at least three years; have been employed for at least three years in 9-1-1; be certified Emergency Number Professionals (ENPs); and meet the minimum threshold of membership, leadership, and certification requirements as outlined in the Nomination Form. Nominees for the position of Region Director must reside in the region they wish to represent.

OPS UPDATE
The NENA Disaster & Contingency Plans Model Recommendation Information Document serves as a reference to a contingency planning section of a Standard Operating Procedure for use by Communications Centers and/or PSAP Authorities as guidance in the formulation of an agency SOP. This document includes best practices, guidelines and procedures on Staffing, IT Security, Redundant Systems, Situations requiring evacuation, Evacuation Procedures and Return to Normal Operations.
 
TECH UPDATE
The Development of Site/Structure Address Point GIS Data for 9-1-1 Information Document is an informational tool chest, not a listing of instructions and requirements. The reader will find a great deal of practical information on address point placement methodologies, based on real world experience. Reading the entire document will provide the greatest understanding of address point placement options and be the most beneficial to the reader.
 
Having adjudicated all comments, the subject document is now considered "stable." Per NENA IPR, Section 4.5 a "Stable Form Notice" is being issued and is shown below.

4.5 Declarations during Review
When any Deliverable is in stable form, but before it undergoes review by the NENA Process Review Committee the Committee Resource Manager shall send a StableForm Notice to all NENA Development Group participants giving notice of a deadline, at least sixty (60) days from the date of the announcement, by which all Patent Holders with respect to the Deliverable must submit a completed copy of the Licensing Declaration Form in Annex B to the Committee Resource Manager. All Stable Form Notices shall also be posted to the Committee Management Website.

Once the 60 days have passed, the document will go to the Process Review Committee for approval.

Background
The NENA Intellectual Property Rights ("IPR") Policy, available at http://www.nena.org/?IPR, requires Participants in NENA Committees to disclose certain Patent IPRs during the process of developing a Deliverable such as a Technical or Operations Standard Document (i.e., any Standard). After receiving this notice, all Patent Holders have 60 days in which to submit a Licensing Declaration Form.

The Deliverable listed below has reached stable form and will be submitted to the NENA Process Review Committee in 60 days. Any and all Participants who hold Patent IPRs which may be implicated by the Normative Requirements of this Deliverable must submit a Licensing Declaration Form to the Committee Resource Manager within that time.

GOVERNMENT AFFAIRS UPDATE
NENA commends Congressman Gohmert for his leadership on the issue of improving 9-1-1 access via multi-line telephone systems (MLTS), such as those used in hotels and office buildings.In this high-tech era, it is unfortunate that such a high percentage of MLTS still require users to dial an extra digit before 9-1-1 to reach emergency services. NENA reaffirms its readiness to work with the Congress and the FCC on this issue, and to work with the affected industries to implement it. NENA advocates a system in which:
  • Callers to 9-1-1 are able to reach help directly and immediately, with no other dialing codes or prefixes.
  • Precise, accurate location data is delivered automatically with every 9-1-1 call.
  • Systems are in place to provide on-site notifications, so that a front desk clerk, receptionist, or other "gatekeeper" will be alerted to 9-1-1 calls made from the premises and can help direct first responders to the scene of the emergency.
  • Policy makers ban "local termination" of 9-1-1 calls, in which callers are routed to a front desk or guard station, rather than the appropriate local 9-1-1 center.
 
NENA applauds the Canadian Radio-television and Telecommunications Commission’s recent adoption of the NENA i3 Standard as the sole architecture for Next Generation 9-1-1 services in Canada. The Commission’s approval of recommendations made by the CRTC Interconnection Steering Committee’s (CISC) and Emergency Services Working Group (EWG) is a major step toward the deployment of NG9-1-1 in Canada. This decision follows many months of education and advocacy by NENA leaders throughout Canada, and will provide a clear path forward for all 9-1-1 stakeholders as they make the transition to Internet-Protocol-based NG9-1-1 services.

Canada’s adoption of the i3 Standard, which is also used in other nations, will help ensure wider interoperability of 9-1-1 networks, equipment, systems and devices across Canada, North America, and the world. The CRTC’s decision will specifically facilitate trans-border collaboration between U.S. and Canadian public safety authorities, as they work together to save lives and protect property. NENA looks forward to working further with Canadian authorities as they implement the i3 Standard.
