This webinar focuses on what is currently known about the health and stress levels of 9-1-1 telecommunicators based on recent research. Dr. Michelle Lilly of Northern Illinois University will talk about how research is conducted with this population, what the predominant findings have been, and ongoing research efforts aimed at uncovering valuable information related to job attrition, job satisfaction, and health. Discussion of how research can be used to inform training, prevention, and intervention will be included, as well as discussion related to common misconceptions about the research process. Dr. Lilly will also field questions about research and talk about ongoing research efforts being done with 9-1-1 telecommunicators.

Each year, the NG9-1-1 Institute holds an election for its Board of Directors.The following five seats are open for election this year:
  • Two Membership at Large Positions; 
  • Two Vendor/Integrator/Software Positions;
  • One Small Telecommunications Company Position; and
  • One Education Profession Position.  
The nomination period closes September 10 at midnight Eastern. Anyone may submit a nomination. However, only members of the NG9-1-1 Institute are eligible to hold a position on the Board of Directors. Become a member for free by filling out this form.

The mission of NG9-1-1 Institute is to support the Congressional NG9-1-1 Caucus and assist it in promoting public education on NG9-1-1 and emergency communications issues. Specifically, the Institute serves as an information clearinghouse for policy makers at federal, state, and local levels, as well as for interested parties and the general public. The organization also serves as a forum for policy discussions that will benefit public policy development.

NENA's Center Manager Certification Program (CMCP) is designed to equip recently hired, newly promoted, and aspiring PSAP and 9-1-1 Authority managers and supervisors with the tools needed to effectively manage their agency through a rigorous 40-hour course of lecture and lab-based education. For more seasoned 9-1-1 professionals, the CMCP may serve to fill in some of the gaps and strengthen core competencies required in emergency communications center management.

The CMCP, unlike many other upper-level emergency communications training programs, utilizes a real-world, hands-on approach that is focused on topics encountered daily by managerial and supervisory level personnel: Business Writing, Financial Management, Human Resources, Legal Issues, and Communications Skills. With a curriculum built by current and former 9-1-1 center managers with decades of combined supervisory and training experience, the program will provide you with knowledge and skills that can immediately and drastically improve your on-the-job effectiveness and enhance your agency's everyday operations.

The Fall 2013 ENP Examination period is October 5-19, with applications due by September 10. A schedule of examination periods for ENP Certification is available at www.nena.org/enp.

Effective October 1, 2013, the re-certification fee will increase from $275 to $300. ENPs who must re-certify before the end of the year are encouraged to do so prior to September 30 to take advantage of the current fee. Effective with the Winter 2014 Examination in January, the ENP Application fee will increase from $395 to $420.

Minutes after the first bomb detonated at the finish line of the Boston Marathon on April 15, recordings show a police dispatcher stepping in to command a chaotic situation: "Units stay off the air! Units stay off the air!" The dispatcher's order was crucial to ensuring radio transmissions were limited so supervisors could pass along essential information.
 
Jurisdictions nationwide have made strides in emergency communications planning, training, preparedness, and response. COMLs and COMTs have been trained in every state and are being used to manage communications in the field through disasters, storms, and large planned events. However, the staff at Public Safety Communications Centers (PSCC) or Public Safety Answering Points (PSAP) must also manage incidents and implement interoperability solutions. The dispatcher who receives that first call is often the first communications leader-calling out resources, keeping communications running among disparate agencies, and assigning radio channels or talk groups ...

The Department of Defense (DoD) is under a mandate to deploy enhanced 9-1-1 at every U.S. military installation by the close of 2014. A Special NENA Committee has been formed to join forces with the DoD, bringing the experience of PSAP managers, State 9-1-1 Directors, and 9-1-1 service providers. Our mission is to provide guidance to DoD on E9-1-1 and NG9-1-1 technologies and best practices; ensure interoperability between state and local systems and DoD systems; foster cooperation between both communities on joint 9-1-1 and public safety issues; and improve safety of on-base personnel and reduce loss of material/property.

Initially, we are looking for volunteers to participate in one of four Sub-Committees:
  • DoD Leadership Efforts
  • PSAP Operational Best Practices
  • Legal Best Practices
  • Service Provision and Networking

This document provides for essential awareness of the serious risks posed by work-related stress on the mental and physical health of 9-1-1 emergency telecommunicators/dispatchers in their role as our "first" first responders. It establishes the "best practice" elements of local 9-1-1 comprehensive employee stress management programs and the expectation that such programs will be implemented by PSAPs.

The purpose of this document is to detail the importance of PSAP collaboration with local Lifeline network crisis centers in order to help ensure that persons at imminent risk of suicide receive the assistance they need to reduce that risk. This document discusses why PSAPs should assist Lifeline centers and the importance of that assistance in maintaining the safety of individuals at risk of suicide.

This NENA Information Document is provided to assist PSAPs and governing 9-1-1 authorities with information for evaluating the operational impacts of devices and sensors that may interface with the PSAP. This document includes information for agencies to understand: Operational impacts associated with the introduction of devices and sensors into emergency services; Device Categories, Types and Features; Emergency Call Scenarios utilizing devices and sensors; Pre-recorded Voice and/or Pre-configured Text/Data; and Considerations related to Connectivity, Design, Security, Operational Testing, Accessibility, and Public Education as they relate to the introduction of devices and sensors into emergency services.

Research is currently being done that explores the health of telecommunicators and video interpreters who handle emergency calls over time. NIU is looking for participants that fit any one of these profiles: telecommunicators with at least one year of experience, telecommunicators who use live video, video interpreters who have handled an emergency call, and telecommunication trainees within their first 3 months of training. Surveys are completed online and can be done in multiple sittings. Each project will have a drawing for two $100 cash prizes at its conclusion. Anyone interested in participating can email NIU and describe which of the four profiles seem to fit you best. 
 
Having adjudicated all comments, the subject document is now considered "stable." Per NENA IPR, Section 4.2.2 a "Stable Form Notice" is being issued and is shown at the bottom of this news item.

An important feature of NG9-1-1 is the ability of the system to adapt to outages, excessive call volumes, emergencies and normal scheduled PSAP outages. The Policy Routing Function (PRF) described in 08-003 is the function that handles the diversion of calls. To support the PRF, Policy Routing Rules (PRRs) must be developed. These PRRs define to where calls are diverted if the target PSAP is unreachable. This Working Group’s charter was to define a template to guide the development of these PRRs. To that end, the committee developed templates to facilitate the PRRs that a 9-1-1 Authority must develop for any new NG9-1-1 System. The minimum set of rules developed must address all call diversion capabilities present in the current E911 system.
