NENA's Center Manager Certification Program (CMCP) is designed to equip recently hired, newly promoted, and aspiring PSAP and 9-1-1 Authority managers and supervisors with the tools needed to effectively manage their agency through a rigorous 40-hour course of lecture and lab-based education. For more seasoned 9-1-1 professionals, the CMCP may serve to fill in some of the gaps and strengthen core competencies required in emergency communications center management.

The CMCP, unlike many other upper-level emergency communications training programs, utilizes a real-world, hands-on approach that is focused on topics encountered daily by managerial and supervisory level personnel: Business Writing, Financial Management, Human Resources, Legal Issues, and Communications Skills. With a curriculum built by current and former 9-1-1 center managers with decades of combined supervisory and training experience, the program will provide you with knowledge and skills that can immediately and drastically improve your on-the-job effectiveness and enhance your agency's everyday operations.

The NENA Publications Committee is seeking submissions for publication consideration on PSAP HR issues (e.g. stress, management/leadership, staffing, scheduling, generational differences).

Manuscripts should not exceed 20 double-spaced pages and should follow current American Psychological Association (APA) style. Further instructions for authors can be found by clicking here

Manuscripts may be submitted electronically; send the document as an email attachment to NENA Education Programs Manager Chris Nussman for consideration. The submission deadline is September 14, 2012.
 
Last week, NENA announced that Ty Wooten, ENP has joined the NENA staff as the association’s new Director of Education and Operational Issues. 

In his new role, Wooten will oversee projects related to current, emerging, and prospective issues affecting 9-1-1 authority and 9-1-1 center personnel, with a strong focus on preparing these stakeholders for Next Generation 9-1-1 implementations. Wooten will also work with the developers of consumer and enterprise communications products and applications that may interface with public safety systems, to ensure that they are designed and deployed with the needs of current and future 9-1-1 systems in mind. In addition, Wooten will manage the development and delivery of education and training programs for both technical and operational audiences, spanning all levels of the 9-1-1 hierarchy – from front-line telecommunicators to supervisors, managers, and 9-1-1 authority administrators.

This workgroup is tasked with the creation of a NENA information document to guide the development of site/structure address point creation in a Geographic Information System (GIS). Site/structure address points must represent addresses assigned by the local 9-1-1 addressing authority, which may not reflect in all cases the current addresses in use today in Commercial or USPS databases. This document is meant to provide PSAP management, vendors, and other interested parties guidelines for the development of a site/structure GIS layer, including sub address level attribute fields. Sub address level attribute fields are already defined within NENA document 71-003, ‘NENA Standards for NG9-1-1 GIS Data Model.’ The NG9-1-1 GIS Data Model outlines the recommended table structure for this type of 9-1-1 GIS layer but does not define the placement or spatial representation criteria for site/structure address points. The development and presentation of this recommended criteria is the main goal of the SSAP Workgroup.  

The SSAP Workgroup will take into account NG9-1-1 functionality within the Location Validation Function/Emergency Call Routing Function (LVF/ECRF) as well as general data use for public safety.

GOVERNMENT AFFAIRS UPDATE
Earlier this week, the National Emergency Number Association expressed optimism about the prospects for public safety broadband after Acting Secretary of Commerce Dr. Rebecca Blank announced the composition of the FirstNet governing Board. FirstNet is an independent agency within the National Telecommunications and Information Administration, formed to manage the deployment and operation of a nationwide wireless broadband network for first responders. 

"FirstNet is charged by Congress with ensuring that first responders across the nation will have access to a nationwide, interoperable wireless broadband network for public safety communications. NENA applauds this first step and recognizes the potential benefits FirstNet holds for emergency responders. NENA looks forward to working cooperatively with FirstNet and all stakeholders to enable seamless interoperability between FirstNet and Next Generation 9-1-1 systems," said NENA CEO Dr. Brian Fontes.

NENA is pleased at the overwhelmingly positive comments received by the Commission in response to its Public Notice in these dockets. As the record now amply demonstrates, it is feasible for manufacturers of Multi-Line Telephone Systems ("MLTS") to include within those systems the ability to identify an emergency response location with sufficient precision to allow effective emergency response. In short, the question is no longer "can they?" but "shall they?," and "by when?"
