![]() On July 10, the House Committee on Education and the Workforce passed an amended version of the 911 SAVES Act (H.R. 6319), which would direct the Office of Management and Budget (OMB) to consider reclassifying 9-1-1 professionals as "Protective Service" personnel in the Standard Occupational Classification (SOC) system. NENA is obviously disappointed that this version of the bill strays from the language of previous iterations, which would have explicitly directed OMB to reclassify 9-1-1 professionals into the "Protective Service Occupation" category. However, this same approach was applied to any bill that dealt with a requested reclassification; all of them were changed from "directing" OMB to act to asking OMB to "consider" action. Also, the Office of Management and Budget recently announced their review of the Standard Occupational Classification manual. On behalf of our members, NENA will be filing comments recommending the reclassification of 9-1-1 telecommunicators into the "Protective Service Occupation" category. While it is not essential that you submit your own comments, NENA offers this commenting-guidance document to anyone wishing to do so; this will ensure your submission is effective and provides the specific, objective, and research-based information that OMB looks for when considering a reclassification request. Melanie Jones, ENP, is the new president of NENA: The 9-1-1 Association. A veteran of 9-1-1 operations in North Carolina, Jones now leads the organization’s more than 22,000 members in advancing NENA’s mission to improve 9-1-1 through research, standards development, training, education, outreach, and advocacy.
In remarks to NENA’s membership at the NENA 2024 Conference and Expo in Orlando, Florida, Jones issued a challenge to the association’s community of 9-1-1 professionals: "Be the reason people trust 9-1-1. I want that trust between 9-1-1 and the public to be rock solid. When an individual picks up the phone and dials 9-1-1, you are at the other end of the line. You are the trusted voice of help when help is needed the most..
Jones is a 35-year public-safety veteran, having served as a 9-1-1 telecommunicator, shift supervisor, and operations manager. Currently, she serves as the Executive Director of Guilford Metro 911, one of the largest consolidated centers in North Carolina.

Candidates are required to be NENA members in good standing who possess the skills necessary to support and direct NENA’s educational mission and goals.
