NENA: The 9-1-1 Association recently announced that Patrick Lustig, Next Generation 9-1-1 Project Manager for the State of Oregon, has been selected by the association’s Board of Directors to serve as NENA’s Western Region Director.

"I am truly honored by this appointment," said Lustig. "I look forward to working with the rest of the board, NENA staff, and our committees and working groups to serve NENA’s membership and improve 9-1-1."

Lustig has nearly four decades of 9-1-1 experience, and has served in his current capacity for three years. Prior to accepting the position with the State of Oregon, Lustig was the 9-1-1 Director for Jackson County (IL) for twelve years. During his tenure as director in Jackson County, Lustig also served as the Project Manager for the Counties of Southern Illinois Next Generation 9-1-1 Project, which brought fifteen counties and one municipality together in an effort to deploy a regional Next Generation 9-1-1 solution.

NENA today announced the next step in its effort to promote cybersecurity in the public safety community, as Trey Forgety, NENA's Director of Government Affairs, passed the challenging Certified Information Systems Security Professional (CISSP) exam. He will be formally issued the certification upon his endorsement by a current CISSP, expected to follow in the coming weeks. NENA currently develops standards and resources for public safety cybersecurity, including the critical Security for Next-Generation 9-1-1 standard, popularly known as NG-SEC. Forgety's certification marks an expansion beyond cybersecurity standards development and training for NENA, as the association moves to incorporate cybersecurity into all aspects of its programming, including advocacy. His new title will be Director of Government Affairs and Information Security Issues.

Document Announcements

With the implementation of NG9‑1‑1, there will be many forms of additional data available to telecommunicators and emergency responders beyond the primary call data and the primary street address and/or geodetic location data. The NENA Standard for NG9‑1‑1 Additional Data defines how to populate the additional data structures to describe three entities commonly associated with an emergency call: The caller placing the emergency call, the location the emergency call is placed from, and the call itself (information about the means of communication). The combination of this primary data with additional data can assist in determining appropriate call routing and handling, as well as providing telecommunicators and field responders with information to better address the referenced incident. The NENA Virtual PSAP Management Information Document is a guide for PSAP authority staff and policy makers to evaluate and consider the opportunities and challenges presented with the Next Generation 9‑1‑1 systems as they relate to personnel and PSAP management, such as the considerations that might be necessary for employing virtual workers for the traditional PSAP environment. The NENA PSAP Site Characteristics Information Document is a guide for PSAP managers and for the designers, manufacturers, and installers of PSAP CPE (Customer Premises Equipment). Most of the material in this document applies to equipment hosted in both E9‑1‑1 and NG9‑1‑1 PSAPs. It identifies the required and desirable characteristics of the PSAP facilities that house the supporting CPE. See the full document.

**2nd review due to substantive changes** The NENA Call Blocking Information Document provides guidance to PSAP administrators regarding what conditions should be required for a PSAP to identify a calling number as a problem source and develop a draft policy for having that source blocked. This document also provides guidance on how to determine if the problem is resolved and the criteria to un-block the number. This document focuses on threats from individual sources; it does not address Distributed Denial of Service (DDoS) attacks where large numbers of individual sources are coordinated to simultaneously launch attacks. Washington Briefing
The National EMS Advisory Council is a formal federal advisory body which has been in existence for ten years. Its members serve two year terms. NHTSA’s Office of EMS, as the administrator for this body, is currently soliciting applications for new members.  Although the deadline for applications for members was June 16, the council is still seeking applications for the Public Safety Call-taker/Dispatcher (91-1) position. The application components can be found here.  Any interested parties are encouraged to submit an application as soon as possible.
Volunteers Wanted

The NENA Data Structures Committee seeks volunteers for the development of a white paper that explores Representational State Transfer (REST) and JavaScript Object Notation (JSON). The white paper will be delivered to the NENA Development Steering Council and NENA staff to aid in their decision to adopt JSON as the format for NG9-1-1 data elements (instead of XML), and REST for NG9-1-1 web services (instead of SOAP). 

The white paper will list advantages and disadvantages of the proposed changes, any issues with NIEM conformance, and recommendations regarding whether or not to adopt JSON and REST. If adoption of JSON and REST is recommended, the white paper will recommend a migration plan.

The workgroup will particularly benefit from those with knowledge of, and experience working with, XML, JSON, REST, SOAP, and NIEM-conformant data schemas. Weekly calls will be held on Mondays from 12PM – 1PM Eastern.

A new working group focused on the Internet of Things (IoT) and external applications (apps) is seeking volunteers to assist in creating a document describing the impact of IoT devices and emergency applications on NG9-1-1. This document will provide guidance to 9-1-1 professionals, application/device vendors, and data management/monitoring entities for NENA-endorsed methodology for NG9-1-1 interaction by IoT devices and emergency calling applications.

The working group may also determine mechanisms by which attachments (such as images or videos) are either conveyed with or made available within a 9-1-1 call and determine how data provided by applications or devices is made available to and accessed by call takers and responders. Additionally, the group may determine mechanisms (signaling etc.) by which applications and devices place automatic or manual 9-1-1 calls, including situations where the person initiating the call is remote, or gets bridged into a 9-1-1 call.
