Mapping the Future: From Chaos to Clarity in Public Safety GIS
GIS is the invisible backbone of 9-1-1, but right now it’s often used in inconsistent and uncoordinated ways. Maps and data live in separate platforms, are updated on different schedules, and don’t always align when seconds matter most. Meanwhile, advancements in technology and new regulatory and legislative activities aim to accelerate NG9-1-1 adoption, even as many agencies struggle to keep up with today’s needs. The result? Confusion about addresses, duplicate or missing records, slower technology adoption, preventable delays in response, and an urgent need to resolve these issues.

This Critical Issues Forum will give you a roadmap for achieving a more consistent and coordinated approach to GIS — one that meets today’s challenges and tomorrow’s needs. You’ll tackle real-world problems like address maintenance, CAD map accuracy, NG9-1-1 readiness, and the next frontier: indoor and 3D data. NENA and 911 Authority, LLC are proud to offer a scholarship to honor the life, passion, integrity and career of Wendy Ann Day. This scholarship honors the mission of 9-1-1 policy and regulatory development, women’s empowerment within 9-1-1, and Wendy’s valuable contributions to the policy and regulatory aspects of public safety programs across the country.

This scholarship opportunity is open to women in the 9-1-1 industry who have not previously attended 9-1-1 Goes to Washington.

The scholarship recipient will receive the following: 

  • Complimentary registration to NENA's 9-1-1 Goes to Washington conference;
  • Four nights hotel accommodations; and
  • A travel stipend of up to $2,000 to help cover transportation costs to and from the event (provided as a post-event reimbursement against actual, incurred expenses).

What we're looking for in your session proposal: 

  • Issue-focused, vendor-neutral content that is engaging, informative, and widely applicable.
  • A 65-word session description that highlights the session objective(s) and tells attendees what they will walk away knowing, learning, or being able to do.
  • A complete submission form with accurate contact details.
  • Correct grammar and formatting (ex. avoid using all caps).
  • All presenters identified (3–4 speakers max for one-hour sessions).

Volunteers Wanted

NENA seeks volunteers for the NENA NG9-1-1 Data Flow Working Group to update and convert the NG9-1-1 Data Flow Standard into an information document. While the original standard focused on traditional NG9-1-1 data flows, it no longer reflects the operational reality of today’s emergency communications environment.  

The current version lacks guidance on inbound text messages, images, and video streams from increasingly common sources such as public safety systems, cloud-like platforms, body-worn cameras, vehicle dash cams, and public-generated multimedia. As technology continues to evolve rapidly, this document will provide much-needed flexibility, clarity, and forward-thinking guidance for agencies integrating new data types into emergency workflows.

Ideally, working group membership will include participants with:

  • Experience deploying or designing NG9-1-1 systems
  • Operational knowledge of multimedia communications in PSAPs
  • Experience with CCTV / Surveillance / Camera technologies like body cams and vehicle cams
  • Experience with tools such as video management systems, emergency messaging apps, or CAD integrations
  • Familiarity with the current Data Flow Standard
  • Understanding of Digital Media Ownership, usage and licensing ( ie. news orgs get a hold of a clip, sharing clips for website boost etc.) 

Meetings are to be held every 2 weeks on Fridays from 10:30AM – 11:30AM Eastern.

NENA seeks volunteers for the Agency Systems Committee (ASC) Document Review Working Group to support the reaffirmation of the NENA Master Clock Standard. Ideally, working group membership will include participants with experience in:

  • PSAP and dispatch operations management
  • E9-1-1 Public Safety technology and equipment design
  • E9-1-1 PSAP deployments

User, Producer, and General Interest parties, as defined in Section 3 Document Development Process of the NENA Development Group Operational Procedures, are welcome to join this effort. Meetings are held on Mondays from 2PM - 3PM Eastern.

NENA seeks volunteers for the IP-Based MLTS Considerations Working Group Working Group to develop vendor-neutral configuration guidance and reference architectures that assist MLTS and UCaaS system operators in achieving functional compliance with Next Generation 9-1-1 (NG9-1-1) standards.

As NG9-1-1 deployments increase across jurisdictions, enterprise and cloud-based communication platforms face growing pressure to support not only basic E9-1-1 mandates (per Kari’s Law and RAY BAUM’S Act), but also dynamic location delivery, multimedia compatibility, and proper data formatting for use within NG9-1-1 core services (e.g., ECRF, ESRP, and PIDF-LO) via their Originating Service Provider (OSP).

The Working Group’s responsibility is to define actionable best practices that MLTS operators, service providers, and PSAPs can use to assess, configure, and validate their systems against evolving NG9-1-1 interoperability requirements. Ideally, working group membership will include:

  • Participants with PSAP and dispatch operations experience.
  • Technical experts with knowledge of SIPForum SIPConnect 2.0 standard and Inside Locations.
  • MLTS (vendors, operators, OSPs) Providers
  • NGCS Providers
  • Participants with experience in the deployment and support of 9-1-1 industry products and services.
  • Participants with experience writing technical requirements.

The first meeting of the working group will be on November 5, 2025. Meetings will be held on Wednesdays from 2PM - 3PM Eastern.
