Join the experts for a webinar, Emerging Hot Topics in Tax Credits, on Wednesday, Nov. 8, beginning at 2:00 p.m. ET and earn SHCM credential continuing education units. The webinar will provide 1.5 hours of instruction with a minimum of 30 minutes built into the presentation for a question-and-answer session. The cost is free to current SHCM-certified professionals and $150 for non-SHCM professionals.

The presenter is Deborah Gershen of The Gershen Group. Gershen is a licensed real estate broker in Delaware, Ohio and New Jersey. She holds numerous certifications in the area of real estate, including the CPM designation from IREM and the NAHP-e from NAHMA. Gershen is entering her 45th year in housing management.

The NAHMA 2023 Communities of Quality (COQ) Awards competition deadline may seem a long time away, but it will be here before you know it. Download the awards application and cross one more thing off your do-to list. The submission deadline for entries is Nov. 2. The Communities of Quality (COQ) Awards recognize outstanding property management companies providing the highest quality of safe, affordable multifamily rental housing in communities nationwide. Download the awards brochure today.

A property must first apply for and achieve national recognition as a NAHMA Community of Quality with a minimum score of 325 points on its National Recognition application to be eligible for the awards competition. The deadline for submitting a COQ National Recognition application to a local AHMA for consideration in the national program is Sept. 7.

If a property initially received less than 325 points when its COQ National Recognition application was first submitted, it may elect to update the original application to earn more points if improvements have since been made. Detailed instructions for updating the initial COQ National Recognition application are included in the COQ Awards application brochure.

Award winners will be notified in early January 2024. They will receive their awards in a special ceremony at the NAHMA Biannual Top Issues in Affordable Housing Winter Conference, March 6-8, 2024, in Washington, D.C.

This year’s COQ Awards program is jointly sponsored by Navigate Affordable Housing Partners, a nonprofit engaged in developing, owning, and managing affordable housing, and also a federal contractor providing compliance and financial services on behalf of the Department of Housing and Urban Development (HUD) as the Section 8 Performance-Based Contract Administrator (PBCA) for multiple states; and Yardi, which develops and supports industry-leading compliance, accounting and property management software for every type and size of affordable housing provider.

 

The 2024 NAHMA Drug-Free Kids Calendar makes great back-to-school gifts or fun resident and staff giveaways. Avoid shipping delays by downloading the order form and sending it in today. The calendars will begin shipping in mid-September. The calendar cost is $5.50 each, which is a Department of Housing and Urban Development and U.S. Department of Agriculture allowable project expense.

Purchase calendars before Nov. 10, and you are automatically entered in the lucky draw for prizes, including NAHMA meeting registrations, books, and gift cards. There is a small shipping and handling fee for each calendar.

The calendars feature original artwork by children, seniors, and adults with special needs living in affordable multifamily housing. The underlying message for the annual calendar contest is always a drug-free theme. Still, the association wanted to open the door for more avenues of expression, so a subtheme was incorporated into the poster contest. This year’s subtheme is People Helping People: Promote Acts of Kindness.

 
  
  October 2023 Meeting
   

Registration for the National Affordable Housing Management Association (NAHMA) Biannual Top Issues in Affordable Housing fall conference is open. NAHMA members and affordable housing industry partners will meet in person in the District of Columbia from Tuesday, Oct. 24 to Thursday, Oct. 26. Register for the conference and book your room today. 

With a focus on the top issues facing affordable housing, the meeting takes place at the Fairmont Washington, 2401 M St. NW, Washington, DC. The NAHMA room block single/double rate is $369. The two national associations sponsoring the Specialist in Housing Credit Management (SHCM) certification program invite your company to become a Specialist in Housing Credit Management Company, a corporate designation explicitly created to honor management companies that successfully maintain a significant portion of their properties and staff to the high standards of the SHCM certification program.

The SHCM program, developed especially for management companies involved with properties developed and operated under the Low-Income Tax Credit (LIHTC) program, is sponsored by the National Affordable Housing Management Association (NAHMA) and the National Apartment Association Education Institute (NAAEI).

Earning the SHCM Company designation publicly demonstrates that the company is among the finest managers of LIHTC housing in the industry.

Congress

Congress is returning from its August recess, with the Senate back in session today and the House returning next week. Congress will spend the rest of September focusing on the Fiscal Year 2024 appropriations bills to fund the federal government from Oct. 1, 2023, through Sept. 30, 2024. With just a few weeks to nail down a deal, the House and Senate appropriators are far from agreement on spending levels.

The Affordable Housing Credit Improvement Act (AHCIA) of 2023 (H.R.3238/S.1557) continues to gain bipartisan support in the 118th Congress at a faster pace than in any previous Congress. As Congress returns from the summer recess, there are now 96 Republicans and 96 Democrats cosponsoring the bill across both chambers.

Federal Regulation

On August 10, the Treasury Department and the IRS published final rules and procedural guidance on the Low-Income Communities Bonus Credit, a green energy tax incentive created by the Inflation Reduction Act. The credit, also known as Section 48(e) because of its location in the Internal Revenue Code, now has guidance on how it can be applied to Housing Credit properties.
