The U.S. House and Senate are currently considering legislation for highly autonomous vehicles. One of the issues being debated is whether fleet managers will have real-time access to vehicle- and engine-generated data, which NAFA believes is a critical need. The immediate question is whether Congressional leaders will include data access in the final legislation. NAFA is collaborating with allied organizations to urge the House and Senate to integrate an amendment into the final bill to do that. You can make your voice heard on this important subject.

Wholesale used vehicle prices (on a mix-, mileage-, and seasonally adjusted basis) decreased 1.91 percent month-over-month in December. This brought the Manheim Used Vehicle Value Index to 132.0, which was a 5.6 percent increase from a year ago, and the lowest level since August. On a year-over-year basis, all major market segments except midsize cars saw gains. SUVs/CUVs, pickups, and vans outperformed the overall market.

Features in this edition: NAFA signed onto a Diesel Emissions Reduction Act (DERA) Coalition letter opposing the EPA’s proposal to rescind rule provisions related to glider kits or new vehicles to be equipped with older, more polluting engines.
 
Sens. Kirsten Gillibrand (D-N.Y.) and Marco Rubio (R-Fla.) have introduced legislation that will require the installation of front, rear, and side underride guards on all trailers, semitrailers, and single-unit trucks more than 10,000 pounds.
 
Air bag maker Takata is recalling an additional 3.3 million faulty air bag inflators including vehicles made by Honda, Toyota, Audi, BMW, Daimler Vans, Fiat Chrysler, Ford, General Motors, Jaguar-Land Rover, Mazda, Mercedes-Benz, Mitsubishi, Nissan, Subaru, and Tesla.
 
Consumer safety groups suggest that the U.S. Department of Transportation (DOT)-issued “Automated Driving Systems 2.0: A Vision for Safety,” a revised policy framework for self-driving cars rooted in voluntary standards, has failed.
 
 
   
In late-2017, federal Transport Minister Marc Garneau announced a Canadian regulation on electronic logging devices (ELDs) for north-of-the-border fleets and smaller operators. A week before Christmas, Garneau partnered with provincial counterparts in announcing the ELDs would be required in Canada by 2020, with existing devices allowed to run until 2022. The announcement was anticipated by the industry, much of which was keen to harmonize with the United States, whose own requirement came into effect late in 2017, three years ahead of the Canadian rule.
