In late-2017, federal Transport Minister Marc Garneau announced a Canadian regulation on electronic logging devices (ELDs) for north-of-the-border fleets and smaller operators.

A week before Christmas, Garneau partnered with provincial counterparts in announcing the ELDs would be required in Canada by 2020, with existing devices allowed to run until 2022. The announcement was anticipated by the industry, much of which was keen to harmonize with the United States, whose own requirement came into effect late in 2017, three years ahead of the Canadian rule.

Opposition to the idea was raised by smaller operators but ultimately the government was able to secure a broad cross section of support from the industry on the basis of Canada-U.S. harmonization, given the frequency with which many fleets cross the border in both directions.

Canadian fleets can now plan with certainty with regards to what the ELD regulatory landscape will look like in Canada well into the future. Trucking industry leaders supported the December federal-provincial announcement.

Minister Garneau is expected to announce the federal electric vehicle strategy in 2018. This issue is likely to contain both incentives and regulations to increase the number of electric vehicles on the roads, which would impact consumers and fleet operators alike.
