Bill 245 - Prompt Payments in the Construction Industry Act passed first reading June 3, 2019. The Manitoba Prompt Payment Coalition (MBPP), a growing coalition of 32 provincial trade associations and unions, has worked diligently with government and industry stakeholders to ensure the bill is responsive to Industry concerns.

Reg Helwer, MLA from Brandon West and champion for prompt payment legislation, introduced Bill 245, acknowledging the extensive work contributed by the construction industry.

On May 2, 2019, the Legislative Assembly of Saskatchewan unanimously passed third reading of prompt payment legislation. Saskatchewan becomes the third province in Canada to pass a law protecting contractors against delayed payments.

This journey began three years ago, spearheaded by an industry coalition that advanced the case for  legislation and won the support of both the Saskatchewan Party and the NDP. Seldom are there issues the two parties can come together on, but they agreed contractors deserve to be paid for work  completed.

While the bill passed, work will now begin on development of accompanying regulations.

On June 21 in Ottawa, her Excellency the Right Honourable Julie Payette, Governor General of Canada, gave royal assent to Bill C-97, the Budget Implementation Act, 2019.

The bill contained the Prompt Payment for Construction Work Act, which lays the foundation for prompt payments throughout the construction chain on construction projects procured by the federal government.

Sandra Skivsky, chair of the NTCCC, said, “We have been working on this issue for well over a decade and are very happy today. Prompt payment is crucial to the efficiency of all construction work throughout the sector, on jobs big and small."

Dear Wise Wayne,

I am a mid-size ICI mechanical contractor. What is the current procedure for contacting OFC and Hydro regarding inspections for natural gas-fired equipment? Who do you call first and who coordinates?

Signed,

Keeping Up in Manitoba!

-

Dear Keeping Up in Manitoba,

Great question! Several years ago, in an effort to streamline the permit process and improve customer service for our Manitobans, the OFC developed and implemented a new central booking process for gas inspections. The process involves having the gas fitter book their inspections through the OFC office by calling the gas inspection scheduling clerk at 204-945-3395. If Manitoba Hydro also needs to attend the inspection, the scheduling clerk will coordinate and book a mutually acceptable inspection time and date with Hydro. All requests for OFC gas inspections must be requested by the permitting gas fitter and booked using the central booking system at 204-945-3395.

Signed,

Wise Wayne
