President's Message
In May of last year, the Transportation Safety Board released an occurrence report that Recommended that:

 

The Department of Transport require commercial air operators to provide contemporary crew resource management (CRM) training for Canadian Aviation Regulations (CARs) subpart 703 air taxi and CARs subpart 704 commuter pilots.

 

The recommendation was originally based on a 2007 accident that occurred to Trans West Air – but has since been re-assessed by the TSB on a number of occasions.

 

 You will recall that HAC requested a six month extension to the January 31 2019 deadline, to give operators some time to comply, and to clarify the requirements of the AC. The request was denied.

Au mois de mai de l’an dernier, le Bureau de la sécurité des transports (BST) du Canada a émis un rapport d’incident qui a recommandé ce qui suit :

 

Le ministère des Transports oblige les exploitants aériens commerciaux à dispenser une formation contemporaine en gestion des ressources de l'équipage (CRM) aux pilotes d'un taxi aérien relevant de la sous-partie 703 du Règlement de l'aviation canadien (RAC) et aux pilotes d'un service aérien de navette relevant de la sous-partie 704 du RAC.

 

Cette recommandation est fondée sur un accident de 2007 impliquant Trans West Air, mais elle a depuis été réévaluée par le BST à plusieurs occasions.

 

Vous vous souviendrez que l’ACH a demandé une prolongation de six mois à la date limite du 31 janvier 2019 pour donner aux exploitants un peu plus de temps pour se conformer et pour clarifier les exigences de l’AC. La demande a été refusée.

HAC’s members acclaimed three Board members at its 2018 AGM. Jacob Forman of Yellowhead was re-elected to a new two-year term. Sylvain Seguin of CHL and Paul Spring of Phoenix Heli-Flight, were both newly elected for two-year terms.

Newfoundland and Labrador sees double the national average of maritime search and rescue incidents, according to a new report from the Senate’s Standing Committee on Fisheries and Oceans. The report includes several recommendations to address certain search and rescue issues in Canada – including the use of private helicopter companies to fill coverage gaps in Newfoundland and Labrador as well as the arctic.
