As a result of the CPA’s effort to get an extension, we are pleased to announce that Transport Canada is extending the temporary certificates for suspension of training and inspections to January 31, 2021.

The Transportation of Dangerous Goods Directorate presented key findings to General Advisory Policy Council  members on their analysis of repeated violations (recidivism) and as well as information on the nature of the non-compliances relating to Parts 3, 5 and 6 of the TDG Regulations.

Transport Canada is inviting you to participate in a consultation aimed at “improving Canada’s regulatory competitiveness and supply chain resilience”. The CPA has prepared a response but would like members to take this opportunity to send a clear message to reduce the regulatory burden for our industry. 

The Ontario government is planning to increase its team of frontline health and safety inspectors by 98  to prevent the spread of COVID-19. With these new hires, there will be more labour inspectors on the ground than ever before in the province's history.    

Transport Canada has updated the status of its pilot project to test electronic shipping documents for the transportation of dangerous goods.

This is a reminder that the requirements under the Transportation of Dangerous Goods by Rail Security Regulations for railway loaders are now required to be in place.

A major win for the propane industry and for Ontario trainers: Trainers in Ontario will now no longer be required to renew their training certification through an exam every three years.

The Québec Government has announced the enactment of the Regulation: Respecting the Supervision of Activities Based on their Impact on the Environment, which comes into force on December 31, 2020. The government says it made a commitment to speed up environmental approvals without reducing requirements, and this regulation is part of that commitment.

Provinces continue to adjust to the pandemic by reducing or increasing the size of groups for indoor and outdoor public and private gatherings, depending on rising case numbers. Ontario has reduced its indoor and outdoor public and private gatherings but the reduced numbers should not affect the size of training classrooms because they apply only to private social gathering numbers.

On September 8, the Government of Canada announced the Canada Emergency Commercial Rent Assistance (CECRA) program would be extended for the month of September. This is to be the final extension for the CECRA program. CECRA has been a lifeline for many main street businesses continuing to experience weaker demand than usual, but according to the Chamber of Commerce, many more businesses haven’t benefited because of program restrictions or disagreements with landlords.

As COVID-19 continues to affect the ability of Canadians to come together in-person, the Canadian Chamber of Commerce has launched a new website,, to collect your ideas on potential tax reforms that will help businesses and individuals recover from the economic impact of COVID-19. On September 20, the Quebec government announced that the regions of Montreal and Chaudière-Appalaches, as well as a portion of the Capitale-Nationale are moving to the orange level while some areas of the Lanaudière and Laurentides regions are advancing to the yellow level.

The Ontario government’s announcement reducing the number of people permitted to attend unmonitored social gatherings and organized public events does not apply to trainers as the regulations stipulate only “unmonitored social gatherings”.

The Ontario government has introduced the Helping Tenants and Small Businesses Act that in addition to freezing rent in 2021 for most rent-controlled and non-rent-controlled residential units also proposes to change the Commercial Tenancies Act to extend the temporary ban on evictions for commercial tenants.

The Ontario government has gradually reopened all 24 provincial centres for apprenticeship and trade-related certifications. Apprentices and skilled tradespeople can now book their final exams at their local apprenticeship office.
