The CPA has received the new equivalency certificate SU 13263 that allows CPA members to attach riveted plates onto TC Series-4 containers once they have been requalified. The equivalency certificate was issued on January 31, 2020 and is available on the CPA website.

Environment and Climate Change Canada (ECCC) is planning to revise and amend existing sections of the Guidelines for the Environmental Emergency (E2) Regulations, 2019 and adding additional information relating to a number of topics. ECCC is solliciting CPA members to obtain feedback on where these Guidelines could be improved.

Transport Canada is requesting any facility working directly with the rail industry to review and provide feedback on the Security Awareness Training and Security Plan Training documents, which come into force for railway loaders in May 2020.

On January 16, 2020, the CPA met with Transport Canada regarding difficulties imposed by the current requirements of TP 14877, Containers for Transport of Dangers Goods by Rail. Current wording requires railcars be loaded at summer ullage if the railcar is to be stored at any time en route to its destination.  Rail cars are frequently required to be disconnected during engine switching and can sometimes be disconnected from the engines for short times off-site or while waiting to be unloaded onsite.

Has your Emergency Response Assistance Plan been updated to satisfy the current new Transport Canada requirements? The March 1, 2020 deadline to transition your ERAP to meet the current new requirements that came into force on June 1, 2019 is quickly approaching. The revisions to the requirements include:

Transport Canada is interested in pursuing electronic shipping documents for the transportation of dangerous goods and is planning to conduct a ‘regulatory sandbox’ with select companies. TC is setting up the sandbox to identify concerns with process implementation and determine best communication practices with customers and during emergency situations when providing information to first responders.

The CSA Group has launched an online platform that allows registered users free access to Transportation of Dangerous Goods (TDG) safety standards published by CSA Group referenced in federal TDG regulations. Users can now log into Communities of Interest and register to find the TDG View Access site here.
