Regulatory Affairs
April 18, 2019

On April 18, 2019, the Ministry of Government and Consumer Services and the Technical Standards and Safety Authority are consulting on a proposed amendment to the Training Requirements for Filling Propane-powered Vehicles at Cardlock/keylock Facilities and Private Outlets. The amendment would exempt individuals who refuel propane-powered vehicles at cardlock/keylock facilities and private outlets from the requirement to hold a propane plant operator certificate or record of training under the Fuel Industry Certificates Regulation (O. Reg. 215/01). The CPA will review the proposed regulation amendment and draft a response, as well as key messaging for members. These documents will be shared with CPA members in the following week.

As fuel distributers, some CPA member companies may be required to report their greenhouse gas emissions under the provincial Regulation respecting mandatory reporting of certain emissions of contaminants into the atmosphere.  Annual GHG emission reports and the Regulation respecting a cap-and-trade system for GHG emission allowances

The TSSA Safety Awards are an annual opportunity to promote and highlight peers in safety and ultimately raise the profile of all safety partners that share the TSSA goals. The awards program was created to acknowledge individuals and organizations who work in TSSA’s regulated sectors and have made significant contributions to public safety in Ontario. For more information about the TSSA Safety Awards program or to submit a nomination, please click here. Nominations close on June 1, 2019.

PTI - Propane Training Institute

The CPA is extremely happy to welcome Nicole Rutherford back to her role as Office Administrator at the Propane Training Institute. In March 2018, Nicole took a leave of abscence after being diagnosed with breast cancer. Over the last year, Nicole has persevered through treatments and procedures but she has won the battle and is now cancer-free. Nicole is currently reintegrating back into her role at PTI through a flexible work schedule. You can reach her at for all your training material needs.

All certificates will be updated as of April 1, 2019. This WILL NOT have any impact on the exams and course material you have in your possession. These changes will entail, for example, removing the “LPG term” from certificates issued in Ontario and some other adjustments primarily for Ontario, which imposes their own classification. All Ontario valid certificates (Record of training (ROT)) issued prior to April 1 remain valid certificates and do not require to be reissued.

Ongoing Consultation & Updates

In July 2017, the Canadian Registration Number (CRN) Industry Consortium (a group comprised of the CPA and 12 other industry members) published a white paper on the current CRN system identifying the registration process as an inter-provincial and cross-border trade barrier. The group recommended improvements to the process to facilitate the trade of pressure equipment through the mutual recognition of jurisdictions’ regulatory requirements and administrative processes related to the issuance of a CRN.

Transport Canada (TC) is currently consulting on proposed amendments to the Transportation of Dangerous Goods Regulations (TDGR). TC regularly updates the Canadian regulations to harmonize them with UN, international and U.S. texts. The harmonization of the regulations allows TC to ensure consistency between the different modes of transport, facilitate international trade of dangerous goods, and reduce regulatory burden on consignors and carriers who deal with dangerous goods in Canada.
