Advocacy News
On June 23, the last sitting day before summer break, the House of Commons passed Private Members Bill, C-206, which requires that propane be exempted from the Greenhouse Gas Pollution Pricing Act (GGPPA). Unlike gas and diesel, propane is currently not exempted under the GGPPA for farming applications except for greenhouses.

The province has amended the Greenhouse Gas Reduction Regulation (GGRR), under sections 18 and 35(n) of the Clean Energy Act, to increase the production and use of renewable gas as well as green and waste hydrogen in British Columbia to boost jobs and economic opportunities while reducing greenhouse gas emissions. Renewable propane falls into this category.

The Alberta government announced that eligible incorporated Alberta businesses are able to fully write off the cost of qualifying capital assets in the year of acquisition.

In July 2021, the Canadian Standards Association (CSA) Group in collaboration with the Ontario Ministry of Labour, Training and Skills Development (MLTSD), announced complimentary e-learning to Ontario residents to reduce the burden of skilled trades compliance requirements and assist with economic recovery.

In their goal to reduce greenhouse gas emissions in their fleets, the New Brunswick Community College purchased two electric vehicles but they are not meeting their needs. The college, who’s fleet mainly consists of small- to medium-sized vehicles, says it is looking for more reliable vehicles. Auto propane may be the solution.

On June 17, the CPA met with officials from Environment and Climate Change Canada (ECCC) to further discuss recommendations it made in March 2021. The CPA had filed comments with ECCC in response to a draft of the upcoming Clean Fuel Standards Regulations (CFS). The CPA made several recommendations around issues such as carbon intensity and credit generation. From the perspective of the CPA, it is important that in the development of the final regulations, ECCC provides a level playing field and does not create an atmosphere that produces winners and losers.

After losing a constitutional challenge opposing the federal government’s carbon tax in May 2021, Saskatchewan submitted a provincial plan to price greenhouse gas emissions. The province asked the Ministry of Environment and Climate Change Canada to accept it’s proposed carbon tax plan, with the intention to implement it next spring.

As members are aware, on June 8, 2021, the Ontario Ministry of Environment Conservation and Parks posted the final Hazardous and Special Products (HSP) regulation (O. Reg.449/21) under the Resources Recovery and Circular Economy Act.

The CPA has filed a submission with the province of Nova Scotia as part of the government’s consultation on climate change and sustainable development goals. The CPA’s submission follows its participation in a number of virtual workshops that were held as part of the consultation process, which began at the end of the May.
