On February 10, the CPA issued a press release in response to the Ontario Government’s announcement for a $100 million home energy retrofit program to upgrade furnaces, water heaters and insulation. As announced, the funding is only available to customers of natural gas utilities.
 
This means that many Ontarians, including those in rural areas of the province who use low-emission propane, will not be able to access the rebates. The press release, which is available on the CPA website, encourages the government to offer funding to all Ontarians, not just those who use natural gas.
 
The 2015 CSA B149 series of codes are now in effect in Saskatchewan. SaskPower issued Bulletin 01-2016 – Amendments to The Gas Inspections Regulations announcing the adoption of the codes, as well as an amendment to The Gas Inspections Regulations regarding a maximum penalty that may be imposed for performing gas installation work without a permit. The 2015 CSA B149.1, B149.2 and B149.3 codes will be enforced on permits dated on or after January 1, 2016.

For information on the code editions that are in effect in other provinces, please check with the provincial regulatory authority.

 
The BC Safety Authority (BCSA) has opted to exempt homeowners who own or lease propane tanks for residential use from the fee associated with propane pressure vessel operating permits. This exemption also applies to propane tanks owned by commercial operators but leased to a homeowner for residential purposes with the intention that these residential lessees not be charged any pass-along fee in relation to propane pressure vessel usage.
 
Even with this fee exemption, all tank owners (industrial, commercial and residential) are still required to apply for a permit and provide all tank data so the BCSA can work with them to understand and manage their safety risks.? Details on the operating permit requirements for propane pressure vessels are available on the BCSA website.
 
On February 1, the Alberta Government announced a new Petrochemicals Diversification Program. The program will encourage companies to invest in the development of new Alberta petrochemical facilities by providing up to $500 million in incentives through royalty credits.
 
The program is expected to support the construction of several petrochemical facilities that use propane or methane to produce the materials for products that include plastics, detergents and textiles. It is expected these new facilities could create up to 3,000 new jobs during construction, as well as more than 1,000 jobs once operation begins, and attract between $3 billion and $5 billion worth of investment.

The CPA is pleased to announce that members can now benefit from lower registration fees for the 2016 Leadership Summit – they have been reduced from $750 to $550.
 
This year’s Leadership Summit is scheduled for May 16 to 18 at the Rimrock Resort Hotel in Banff, Alberta, and features an exciting line up of topics on the program, from exploring Canada’s new carbon policies to expanding social media presence. There are also a number of dynamic speakers, including former Federal Member of Parliament Monte Solberg. From January 25 to 29, CPA's Senior Director of Regulatory Affairs, Mélanie Levac, attended the Cooperative Hazardous Materials Enforcement Development (COHMED) conference in San Antonio, Texas. During the conference, Mélanie was elected Industry Liaison, a member of COHMED’s Leadership, for a two-year term and Donna MacLean, Transport Canada's Chief of Inspector Education and Public Awareness, became the Chair. 
 
On February 2, Allan Murphy, CPA’s Senior Director of Public Affairs and Policy, attended the 2016 Canadian Energy Industry Updates and Insights event in Ottawa.
The event, hosted by the Energy Council of Canada, attracted an audience of over 180 including Members of Parliament, senior elected officials, a large contingent from the diplomatic community including 15 Ambassadors/High Commissioners, and strong representation from the Energy Council’s membership. This year’s event focused on energy supply issues, from generation and production, through transmission and pipelines and distribution, energy storage and HR developments and issues.
 
 
   
The CPA is pleased to announce that James Daniels has joined the team as the new Manager, Member Services & Coordinator, Policy and Regulatory Affairs.

James will be responsible for managing all CPA membership activities and services, including records management, applications and renewals. He will also provide support for CPA policy, regulatory and communications activities. James can be reached at jamesdaniels@propane.ca or 613.683.2275.

 
Emergency Response Assistance Canada (ERAC) News
Emergency Response Assistance Canada (ERAC) is currently working on a project to develop more ERAC-owned equipment caches that will be strategically placed across Canada and would be able to be transported to any incident or training facility when needed.
ERAC is reaching out to industry to request the donation of or discounted pricing on any unwanted or surplus equipment to assist with the ongoing development of their equipment caches.
