CTA in Action: Government Affairs Update
On Wednesday, April 18, two bills that would have reformed the way Private Attorney General Act (PAGA) liability works, both failed in the Assembly Labor Committee. Each bill failed along party line vote of 2 to 5. AB 2016 (Fong) would have provided employers a more detailed account of the alleged Labor Code violations and reasonable opportunity to cure before being subject to costly and frivolous litigation under PAGA.
On Monday, April 23 the Assembly Transportation Committee voted 14-0 to advance CTA’s Board approved sponsored bill, AB 2564 by Assemblymembers Freddie Rodriguez and Eloise Reyes. AB 2564 will increase penalties for fleets found to be operating non-compliant glider vehicles, glider engines, or glider kits.

Summer is approaching and the past few summers have shown that the risk of heat illness from high temperatures is one of the most serious challenges to the safety and health of workers. We are pleased to announce that a very positive legislative step took place on Thursday, April 26 in Washington, DC related to the trucking industry’s quest to clarify the Federal Aviation Administration Authorization Act (F4A) as that law pertains to the federal preemption of state meal & rest break statutes.
CTA Highlights
Earlier this week, 2018 CTA President Lynnette Brown met with Caltrans Director Laurie Berman and Deputy Director of Maintenance and Operations Steve Takigawa to discuss various items that CTA works on with the Caltrans. Discussion topics included transportation funding (and the need to protect transportation dollars), truck parking issues as well as progress on issues that have impacted the over size and overweight segment of the industry.
