CTA in Action: Government Affairs Update
Earlier this week as the Legislature continued to introduce new legislation, Assemblyman Vince Fong introduced AB 2016 as part of a continuing effort to revamp the Private Attorney General Act otherwise known as PAGA.
At its meeting last week, the California Transportation Commission (Commission) marked key milestones for two programs that deliver new gas tax revenue from the Road Repair and Accountability Act (SB 1) to local communities across the state. Building on action from its December meeting, the Commission adopted the final list of cities eligible to receive Local Streets and Roads Program funding for this fiscal year, bringing the total count to 479 cities and 58 counties throughout California. The California Air Resources Board (CARB or Board) and local air districts invite your participation in public workshops to discuss new grant funds available to reduce emissions in the communities most affected by air pollution. Funds are available for voluntary incentive grants through the Carl Moyer Memorial Air Quality Standards Attainment Program (Carl Moyer Program), for fleets to replace or repower heavy duty engines—both on-road and off-road—and support clean vehicle infrastructure.
State agencies must take seriously the requirement to conduct a timely, accurate economic analysis of major regulations, according to a just-released opinion by the 5th District Court of Appeal. In a unanimous opinion upholding the trial court, the appellate justices found that the final economic impact analysis used in rulemaking must be based on evidence, as must the responses to public comments regarding nonspeculative economic impacts which introduce new evidence into the rulemaking file.
