Government Affairs Update
 
Los Angeles County’s Regional Planning Commission proposed an ordinance called the Green Zones Program that would establish new warehouse, and emission requirements for industrial and commercial property in proximity to 11 different communities in unincorporated LA County. Specifically, the proposed ordinance would regulate emissions of trucks used in warehouse facility operations by requiring a percentage of the fleet be zero or near zero-emission. As well, it included requirements that would restrict hours of operation for outdoor warehouse activities like loading and unloading of trucks.
 
CTA submitted written comments outlining our concerns to the Commission about the specific problems that will occur from the draft regulations. The Commission removed the ordinance’s regulation on zero and near-zero emission requirements and now refers to South Coast Air Quality Management District’s warehouse indirect source rule. However, the Commission did not address the restriction of hours for warehouse activities. The proposal was passed by the Commission and will be heard by the LA County Board of Supervisors. CTA will continue to be involved in the regulatory process and will update members on the proposal.

Group Asks for Personal Conveyance Limits
PrePass®
The Commercial Vehicle Safety Alliance has petitioned FMCSA for a second time to more clearly define the term “personal conveyance” in hours of service regulations. It is asking the agency to add a maximum distance or time limit to the rules.

The annual survey asks trucking industry stakeholders to rank the top issues of concern for the industry along with potential strategies for addressing each issue.
