Government Affairs Update
 
Last week during the EDD Small Business Employer Advisory Committee (SBEAC) meeting, which CTA is a member of, the EDD provided a presentation on their recently released requirements for Californians seeking or receiving State Unemployment Insurance (UI).
 
The presentation focused on job seeking requirements for people claiming or attempting to receive Unemployment Insurance and how an employer can report the refusal of work. Beginning July 11, 2021, UI claimants will be held liable to work search requirements including registering on CalJOBS. Additionally, employers will be able to report the refusal of work when suitable employment is offered to someone receiving unemployment benefits. The EDD also provided information and resources for employers to utilize that are reopening and are looking to increase their workforce. To view the EDD’s “Reopening and Hiring Fact Sheet” click here.
DMV is diligently working on the implementation of this project.  DMV will be utilizing their existing Commercial Skills Test Information Management System (CSTIMS) for verification of an applicant’s ELDT status prior to administering their CDL skills test or Hazmat endorsement.
 
AAMVA plans to have the ELDT functionality integrated into their CSTIMS NG website by late September to early October of 2021.  DMV will start a public awareness outreach campaign regarding the new requirements beginning in Fall 2021.
 
They anticipate a successful rollout of the ELDT program to go live on February 7, 2022.

While the U.S. Ninth Circuit Court of Appeals denied CTA's request for an en banc rehearing of the court’s decision to overturn the preliminary injunction preventing enforcement of AB 5, our preliminary injunction remains in place today while we seek consideration by the U.S. Supreme Court. Our litigation battle seeks to protect the livelihoods of 70,000 owner-operators in jeopardy, and anything short of CTA’s ultimate victory in court could plunge California’s supply chain into further chaos and gridlock.

Group Asks for Personal Conveyance Limits
PrePass®
The Commercial Vehicle Safety Alliance has petitioned FMCSA for a second time to more clearly define the term “personal conveyance” in hours of service regulations. It is asking the agency to add a maximum distance or time limit to the rules.
