CARB Public Hearing on May 25

The California Air Resources Board (CARB or Board) will conduct a public hearing at the time and place noted below to consider approving for adoption the proposed amendments to the Heavy-Duty Vehicle Inspection Program (HDVIP) and Periodic Smoke Inspection Program (PSIP).

This item will be considered at a meeting of the Board, which will commence at 9:00 a.m., May 25, 2018. Please consult the agenda for the hearing, which will be available at least ten days before May 25, 2018, to determine when this item will be considered.

Background
The Board will consider proposed amendments to the HDVIP and the Periodic PSIP. These programs govern in-use opacity performance standards for heavy-duty on-road vehicles operating in California. The proposed amendments lower the allowable opacity limits for in-use operation to levels more representative of today's emission control technology. The current opacity limit is 40% for any vehicle operating with a 1991 model year or newer engine. Staff is proposing to reduce the opacity limit to 5% for engines equipped with a diesel particulate filter (DPF) and 20% for most non-DPF equipped vehicles. In addition, the Board will also consider corresponding amendments to establish smoke tester training requirements and fleet reporting requirements for the PSIP, along with an option to allow fleets with newer vehicles the ability to submit on-board diagnostics (OBD) data to meet the requirements of the PSIP.

Written Comment Period & Comment Submittal
Interested members of the public may present comments orally or in writing at the hearing and may provide comments by postal mail or by electronic submittal before the hearing. The public comment period for this regulatory action will begin on April 6, 2018. Written comments not physically submitted at the hearing must be submitted on or after April 6, 2018, and received no later than 5:00 p.m. on May 21, 2018. CARB requests that when possible, written and email statements be filed at least ten days before the hearing to give CARB staff and Board members additional time to consider each comment. The Board also encourages members of the public to bring to the attention of staff in advance of the hearing any suggestions for modification of the proposed regulatory action.
