Legislature Introduces Over 2200 Bills

The end of February marked the official deadline to introduce new legislation for the Assembly and Senate. Combined, the two houses introduced 2,202 new pieces of legislation. CTA staff has sifted through the mountain of bills to find the ones that will impact the trucking industry, good and bad. Click here to see the full list of CTA Hot Bills. 

Here are a few pieces of legislation that may interest you and CTA will be tracking very closely:

AB 2564 (Rodriguez/Reyes) – CTA’s sponsored bill, will increase the fines for people who are running Glider kits in California that are not in compliance with ARB regulations.  Glider kits have been banned in California since the Truck and Bus Rule was passed, but given recent federal actions, the state’s enforcement staff could be overwhelmed unless fleets are strongly deterred from utilizing them.

AB 2008 (Salas) – Would exclude any grant funds received from the Carl Moyer Program used for the purchase of new zero or low-emissions from Personal Income Tax Law and Corporation Tax Law.

AB 2016 (Fong)/AB 2097 (Flora) – Assemblymembers' Fong and Flora have both introduced legislation to address the rampant abuse under the Private Attorney General’s Act, otherwise known as PAGA.  These bills will be the point of discussion as negotiations move forward for a legislative fix for PAGA.  

AB 2061 (Frazier) – Will address the competitive disadvantage fleets operating advanced technology and alternative fueled trucks face due to reduced payload by allowing those trucks a 2,000 pound weight exemption.  CTA has worked closely with the author and sponsors of the bill.

SB 993 (Monning) – Would expand the Sales and Use Tax to the purchase of services by businesses in California.
