Construction is a major theme in Scott’s life. From a B.S. in Construction Engineering at Iowa State University to major home construction projects and helping to lead Heartland, Scott has been immersed in construction for years. When an accident resulted in a broken back in 2010, he slowed down a little, but is still helping Heartland Companies grow.  Scott loves Iowa State athletics and bleeds cardinal and gold. Scott is active in the Des Moines Construction Council as a board member;  Master Builders of Iowa as a Board member and as a member on various committees; CISCA of course as well as AWCI as well as a Trustee on the Painters’ Health and Welfare Fund, the Central Iowa Carpenter’s Pension Fund, and the NCSRCC Apprenticeship Fund.  He’s also a member of both St. Mary’s/Holy Cross Church and the Emmaus House Facility Committees and Director of the State Rehab Council in Iowa.  Scott loves to travel or just simply spend time at his acreage or at the lake.  People who know Scott will tell you he is good at integrating fun and work. At Heartland, we have a very fun atmosphere in our office. We get down to business when we need to, yet always with a light-hearted mood. When you enjoy what you do and your office surroundings, it makes coming to work very enjoyable. Scott has 3 children ranging in ages from 13-20.

CISCA thanks Kelly Johnson, Kelly’s family and the Specified organization for Kelly’s contribution to CISCA and all of its constituents as our 2019-2020 President. Kelly led the group during its most unusual time in history and did a wonderful job keeping the team together and focused. Thank you Kelly!

The U.S. Department of Labor’s Wage and Hour Division (WHD) recently issued a Field Assistance Bulletin addressing paid sick or expanded family and medical leave eligibility under the Families First Coronavirus Response Act (FFCRA). Specifically, Field Assistance Bulletin 2020-4 provides guidance on when an employee qualifies to take paid leave under the FFCRA to care for his or her child based on the closure of a summer camp, summer enrichment program or other summer program for coronavirus-related reasons. Field Assistance Bulletins provide Wage and Hour Division (WHD) investigators and staff with guidance on enforcement positions and clarification of policies or changes in policy of WHD. These bulletins are developed under the general authority to administer the various laws enforced by WHD. They typically provide positions reflecting changes or clarifications in the administration of these laws and related regulations based upon court decisions, legislative changes and opinions of the WHD Administrator. DOL promises to continue to provide guidance as new situations and issues arise.

As news of the coronavirus impact continues to unfold, this page will serve as a way to track projects or cities that have halted construction due to the pandemic.

Construction spending declined for the third month in a row in May as a sharp slowdown in private projects more than offset a rise in public work, according to an analysis by the Associated General Contractors of America of government data released today. Association officials warned that the pickup in public projects is likely to reverse soon unless the federal government acts quickly to invest in needed infrastructure and shore up crumbling state and local budgets.

The coronavirus pandemic has forced many businesses to halt spending and scrutinize expenses. And with the U.S. in recession mode, IT spending will remain on the back burner. But here are some tips to consider.

Safe + Sound Week is a nationwide event held each August that recognizes the successes of workplace health and safety programs and offers information and ideas on how to keep America's workers safe. Successful safety and health programs can proactively identify and manage workplace hazards before they cause injury or illness, improving sustainability and the bottom line.
