CFCA has received the following notice from Kinder Morgan regarding a new Switch Loading Policy, resulting from the June fire at the Kinder Morgan facility in Carson. Other companies may be doing this as well. CFCA advises all members to carefully read their agreements and handbooks.
 
Effective Immediately
 
"Switch loading, or the practice of loading one type of product into a tank or compartment which previously contained a different type of product (without subsequent cleaning), is prohibited at fuel loading racks operated by Kinder Morgan. Switch loading can have negative product quality and/or safety consequences which constitutes a willful failure by the Carrier to comply with the terms of Kinder Morgan's Products Pipelines Carrier Access Agreement and will be considered a negligent act or omission related to the performance of Carrier Access Agreement."

At this year's California Unified Program Agencies (CUPA) conference, CUPA and PG&E announced the formation of the Industry Technical Advisory Group (iTAG). CFCA has joined the iTAG, as well as the UST Subcommittee. This group was formed to provide industry input in order to streamline and clarify problems with CUPA.
 
The Industry Technical Advisory Group (iTAG) is scheduling a meeting with Laura Fisher of SWRCB to discuss the following issues:

  • UST - Lack of violation closure in CERS
  • Inconsistent CUPA requirements for when a permit is needed for overfill prevention systems or other UST component repair/replacements
  • Specificity requirements for CERS data (e.g. TLS-350 plus model requires "+")

Additionally, we are hoping to discuss the B20 rulemaking, especially the certification of components and fittings. If you have an issue you would like CFCA to address, please contact Sam Bayless (bayless@cfca.energy).

What would it take to motivate more California drivers to buy electric cars the next time they go to the dealer?
 
A California lawmaker who in the past has proposed banning sales of new gas-powered cars wants to find out.
 
Assemblyman Phil Ting, D-San Francisco, is carrying a bill that would increase state-funded electric car rebates up to as much as $7,500, rising from today's top rebate of $2,500.
 
Over time, Ting's bill would reduce the value of the rebates, giving car buyers an incentive to move faster in switching to electric vehicles.
  
California will inject $2.7 billion into its upcoming budget by tackling climate change through a cap-and-trade program. The money will provide funding for a variety of projects, from a bullet train to housing near mass transit hubs.
 
State law mandates the revenues go toward efforts that shrink greenhouse gas emissions. In most cases, they do. About $500 million, for example, will be spent on transportation projects that could lower emissions. Rebates for drivers who buy electric cars account for almost half of that pool.
 
But lawmakers also want to use $100 million annually for clean water projects. Critics say that won't stop temperatures from rising. But supporters suggest that emissions could fall by reducing the number of trucks that ship bottled water to rural areas with contaminated drinking water.
  
California and New York have recently set some of the world's most ambitious climate targets, aiming to slash their net emissions of planet-warming greenhouse gases down to nearly zero in just three short decades.
 
Now the race is on to see if either state can pull off this feat - something that no major economy in the world has yet achieved. For now, neither state has a clear advantage, and both must overcome unique obstacles to clean up their power plants, cars and buildings. New York has the lowest per-person emissions of any state in the nation, but California is close behind.
  
Citing climate-damaging tailpipe emissions, 23 U.S. governors signed a pledge Tuesday backing California leaders in their showdown with the Trump administration over its plans to relax vehicle mileage standards.
 
The pledge by leaders of states and Puerto Rico, most of them Democrats, comes as the administration moves to block tougher mileage standards laid out by then-President Obama as part of his efforts against climate change. Legal challenges to Trump's policy proposal threaten to disrupt the auto industry for years, and an influential auto industry trade group is renewing its appeal for a compromise.
  
After maintaining an adversarial front toward industry and citizenry alike for decades, the South Coast Air Quality Management District (SCAQMD) finally acquiesced, by a narrow margin, to give up one fight. All California  residents got something from the SCAQMD vote on Saturday June 26th that they seldom get from the 1,000 or so bills that get signed into law each year - a WIN for ALL 40 million residents of the State - when the SCAQMD Air quality committee rejected a ban on an acid used in South Bay refineries.  Yes, all residents win on this one.
