IMPORTANT REMINDER – LAST DAY TO SUBMIT GE PROGRAM APPEALS

For those AACS member institutions who filed a Notice of Intent to Appeal one or more GE program Debt-to-Earnings rates by the October 6, 2017, deadline, please be aware that you have until Thursday, February 1, 2018, to submit final appeal documentation to the Department.

Several AACS member institutions have contacted AACS Public Policy Advisor Tom Netting regarding specific questions and issues related to the submission deadline and technical issues related to their individual program submissions. While Tom, the GRC, and others within our community will do our best to assist you, it is highly recommended that you direct your initial inquiries to the U.S. Department of Education’s GE Operations Team at AltEarningsAppeals@ed.gov.

If, following your request for assistance and guidance from the Department staff, you still have questions or the need for further assistance, AACS stands ready to provide you with support in any way that we can.

On Monday, January 29, the U.S. Department of Education provided the Committee 2 – Gainful Employment negotiators, including AACS representative Neal Heller, with a series of eight updated Issues Papers detailing proposed revisions to the current GE regulations. Among many significant revisions contained in the draft proposals, there is none larger than a clear shift away from the regulation being used as a determinant of a limited scope of programs’ eligibility to participate in the Title IV programs, to the use of a blanket disclosure provision requiring all programs eligible to administer Title IV programs funds to provide general information about each program (including outcomes measures by program length, hours, and campus), as well as notices to students and prospective students for each "low-performing" eligible educational program offered by an institution in comparison to the standard.

The Issue Papers are now available for public review on the Department’s website. AACS member institutions seeking to review the documents can obtain them by clicking here.

GRC News
The Arizona House Military, Veterans and Regulatory Affairs Committee voted 5 to 4 on Monday to advance HB 2011 to the Rules Committee and then to the House floor. As previously reported, the bill proposes to exempt from licensure "persons who dry, style, arrange, dress, curl, hot iron or shampoo and condition hair if the service does not include the application of reactive chemicals to permanently straighten, curl or alter the structure of the hair."

A bipartisan bill was introduced in Kentucky last week to establish a 300-hour blow drying services license. SB 106 defines "Blow drying services" to include any of the following services performed on an individual's hair: arranging; cleaning; curling; dressing; blow drying; and performing any other similar procedure. The bill has been referred to the Senate Licensing, Occupations, & Administrative Regulations Committee.

AACS thanks you in advance for your participation in the 2018 School Leaders Summit & Capitol Hill Day at the Omni Shoreham Hotel in Washington, D.C. Taking place April 12th, 2018 Capitol Hill Day is a significant component of AACS’ ongoing advocacy efforts and political outreach at the federal level. Your institution’s active involvement in Capitol Hill Day – along with students, alumni, employers and partners – is crucial in our efforts to ENLIGHTEN Congress and the Trump administration about the great benefits our schools provide to thousands of students each year.

Capitol Hill Day will also include pre-sessions and training opportunities featuring experienced government affairs advocates, policy experts, members of Congress and key staffers. These special sessions will be designed to enhance your advocacy skills and knowledge of federal higher education policy, and to provide up-to-date insights into current political and policy developments affecting our schools and students. AACS staff and consultants will assist with scheduling meetings, planning logistics and providing materials to facilitate your discussions.

While you are in Washington, D.C., for the Leaders Summit, we urge you to meet with your Congressional delegation and make your voice heard - ultimately, that is what Capitol Hill Day is all about.

If you register for the 2018 School Leaders Summit before February 28, you will receive a complimentary registration to Capitol Hill Day, including all training sessions and special events. Take advantage of this amazing offer - click here to sign up today!

At the 2018 School Leaders Summit, we will shed light on areas for improvement in the Beauty and Wellness Education Industry. By sharing stories of challenge and success, we will enlighten ourselves and our peers to see potential we may not have seen before. The culmination of the 2018 School Leaders Summit will be a day spent on Capitol Hill where we will come face to face with members of Congress and their staff to discuss the critical issues facing our schools.

Do you have a success story you can share with your fellow AACS members? Teach a session on what works best for you. Do you know other school leaders who are changing the industry? Host a Fish Bowl or Panel to discuss best practices.

We are looking for dynamic speakers to lead sessions in the following areas:
  • Marketing & Advertising – How to attract students in an ever-changing world. What's been the best return on investment?
  • Admissions – The enrollment process - from Lead to Interview to Contract. What strategies are working for you?
  • Student & Staff Engagement – How to create an experience that keeps students and staff engaged and motivated. How are you staying connected?
  • Retention – Strategies to keep students enrolled in your school. Share some of your best practices.
